Goldberg: Informed K.Kelly that she is eligible to vote on this special permit application due to S.Kevlahan's absence. 36 J.Enright: There are 2 wetlands within 325 ft, of the proposed land disturbance,one is across Coaclimans Lane,to the south is 37 Carriage Chase Lane(off property)which couldn't be flagged,however walked the property with the Conservation 38 Administrator and engineer to confirm measurement of approximately 122 ft,to the nearest proposed ground disturbance.No 39 concerns were expressed fi-om town staff. Storrnwater management design has been peer reviewed by HWG;all concerns 40 have been addressed by the project engineer,A draft decision was prepared for the Board's consideration. 41 Thor Akerley,Williams&Sparages: Owner is seeking to expand the garage and an existing first floor living area. 'There is 42 850 ft.of expansion;expect to reuse the existing foundation for the garage and add on a small section to the home;no 43 disturbance of trees or native vegetation. Stone infiltration trench to be oversized to accommodate runoff for the existing and 44 new rooflines. Erosion controls(12"staked mulch sock)to be place around the entire rear of the property to protect sediment 45 reaching wetland resource areas. 46 MOTION:P.Boynton made a motion to close the public hearing for 135 Coachmans Lane. J. Simons made a motion to approve the Watershed Special Permit for 135 Coachmans Lane.C. Koskores 49 seconded the motion.The vote was 5-0, unanimous in favor. { 50 DISCUSSION ITEMS 51 • Article 3: Authorization to accept grants of easements 1 52 • Article 4: Authorization to grant casements � 53 • Article 8: Water capital improvements--debt autliorization 54 • Article 9: Report of the Community Preservation Committee appropriation from Community Preservation Fund 55 J.Enright: The Staff Report details per the Charter those warrant articles that come before this Board for recommendations in 56 addition to the Zoning Bylaw Amendment articles.Article 8 combines the demolition of 400 Great Pond Road with proposed 57 improvements to the water treatment plant. The Board's recommendation is only for the demolition portion of the Article. 58 James Stanford,Dir.Dept. of Public Works.: Explained that a couple of the Board members were on the 400 Great Pond Road 59 Steering Committee,which recommended the demolition of the structures on the property.The funding of Article 8 is for 60 $1 M for the demolition of the house on the property. It is the only house in the lake and Town Meeting 2022 authorized the 61 purchase or the property. Previously, it was the Sutton Boathouse a private retreat built in 1905 later in converted into a 62 private residence with continuous ownership by the Sutton family of North Andover, In 2022,the property came up for sale. 63 From a water treatment standpoint,we felt there was a water benefit because tine house and its contents were located so close 64 to the water treatment plant.After Town Meeting authorized the purchase the immediate hazard of the existing oil tanks 65 located in the basement were removed.Once completed and the threat of environmental impact was mitigated,the Select 66 Board created the Steering Committee who met for over a year to study potential use of the property. A consultant was hired. 67 We looked at rebuilding the house for another purpose, studied selling the property,and eventually chose the third scenario- 68 razing the house,redoing the foundation, stabilizing the wall along tine lake and create a small parking area. Razing the house 69 provides the greatest degree of protection to the water supply and is the least costly solution maximizing open space on the 70 property for future use. The project is to be accomplished in phases.The garage,which sits away from the lake,is temporarily 71 being used for storage by various Town departments.Over the next 3 years with CIP funds,we plan to create a new storage 72 facility and relocate storage to an alternate Town location. 73 P.P. Boynton: Questioned whether the demolition plan preserves future funding for the 3-season pavilion that might mimic the 74 original boathouse to preserve what was the historic aspect of the boathouse. 75 J. Stanford: That is still within the plan;one of the costs within the outline from the architect was using structural fill behind 76 the wall. Does not want to restrict future use,whatever that may be, 77 P. Boynton: Stated that intermittent presence on the property is likely a positive thing. 78 J. Stanford: If the Article is approved the funding for the project would go into effect July 1,2025 with construction starting 79 spring 2026.The Historic Commission, if deemed necessary,has a 12-month waiting period which might add time to the 80 project; initial engineering has begun, 81 E. Goldberg: Communicated that the Board will make their recommendation either on the 516I2025 or at Town Meeting. 82 T 83 CONTINUED PUBLIC HEARINGS 84 430 Osgood Street,North Andover Public Schools: Application for Limited Site Plan Review under Article 8,Part 3 Site 85 Plan Review and Article 10 Administration Section 195-10.7 of the North Andover Zoning Bylaw. Applicant proposes 86 renovation of existing athletic facilities to include the installation of a multipurpose synthetic turf field,reconstruction of 87 existing tennis courts, drainage improvements,athletic lighting, and wetland restoration. The site is located within the 88 Residential 2 zoning district. 89 J.Enrip-lit: The meeting packet includes information submitted by a resident.No additional information was submitted until 90 mid-afternoon today when we received two plan sheet updates which Kyle will address.The updates were a result of requests 91 by the Conservation Commission. 92 E.Goldberg: Resident comments were received from Ms. Perrone. they are noted and included as part of the record. 93 J. (2)the existing detention 101 galley beneath the proposed turf baseball field now has added access port frame covers in two locations. (3) Wayne St.has no 102 additional improvements for pre-treatment, checking to confirm there is a deep-sump and hood for water quality purposes. If 103 it doesn't have this,replacing that structure or adding a hood will he a plan or Conservation Commission condition. (4) 104 Combining the existing NAHS maintenance plan with the new O&M for this project.The Commission asked we provide a 105 combined document or at least in draft form before this week's hearing,anticipates the combined condition.Today,we 106 provided a complete updated permit set including all the changes to date.Conservation agreed the net benefit to increasing the 107 fence height or adding netting to the tennis courts based on associated cost and excavation was not worthwhile for the limited 108 mitigation achieved.They seemed content with moving folivard with the current design. 109 (7:50 p.sm.
