The application was submitted by LRC Builders,LLC for the owner of the property Barbara J. Adams, 1634 Salem Street,North Andover, MA 01845. The plans, titled Preliminary Subdivision Plan for Stonecleave Estates,was prepared by Ranger Engineering Group,1nc.,dated April 15, 2025. The applicant submitted the preliminary plan on April 16, 2025 Findings of Fact The Planning Board makes the following findings relative to this proposed preliminary subdivision plan. The preliminary plan does not adhere to all of the Form and Contents standards indicated in Article 4 §255-4.3 of the Town of North Andover MA Rules and Regulations Governing the Subdivision of Land in North Andover,Massachusetts, as amended through December 2002. A. A statement as to whether the proposed street will be offered for acceptance to the Town was not included in the application. B. Layout of proposed storm and surface drainage system is not entirely shown. This requirement shall include the general locations and size of drain lines, culverts, trenches, catch basins, manholes, and other structures in the proposed drainage system. Sufficient information indicating the general volumes, rates, flows that would be generated by the subdivision was not included in the application. C. Names of abutters to the lot which is subject of the application, as they appear on the most recent tax list was not included in the application. D. The dimensional table shown on the plan cover page is theoretical, E. A statement describing cut and fill operations, including a general assessment of the net import or export of fill from the subdivision was not included in the application. F. Locus map at a scale of 600 feet to the inch and a key map shown at a scale of 200 feet to the inch was not included on the plan. The preliminary plan does not adhere to all of the Streets: Design Standards for Local Streets indicated in Article VI Improvements and Design Requirements §255-6.8 of the Town of North Andover MA Rules and Regulations Governing the Subdivision of Land in North Andover, Massachusetts, as amended through December 2002. G. Minimum Right-of-Way(ROW)width for residential street is 50 feet; however, the width is not shown on the Layout and Materials Plan(CS1001). H. Minimum pavement width for a residential sheet is 26 feet, where as the pavement width shown on the Layout and Materials Plan (CS 1001) is 24 feet. I. Maximum roadway length(roadway plus turnaround)is 600 feet;however,roadway length is not shown on the Layout and Materials Plan. The subdivision will require septic system and well design plans. Any decisions made by the PIanning Board regarding this preliminary subdivision application are not binding upon the Planning Board and are not to be considered as an approval of denial of any future Definitive Subdivision filing. Upon a motion made by X and a second by X, the Planning Board herein APPROVES/DENIES this application for a Preliminary Subdivision Plan. Any Definitive Plan filed at a future date may contain more detailed information than that provided with this Preliminary Plan. This information will be presented and discussed at a formal Public Hearing, 1.
