Conservation Commission Meeting Minutes

242-893 Ratification of Enforcement Order(Mesiti) Route 114 Pump Station
Scott Masse instructed the Department staff to notify Mesiti Development that the fines
start forthwith,Joe Lynch and Robert Mansour agree Joe Lynch motioned to ratify the
Enforcement Order, seconded by Jack Mabon, unanimous vote
242-816 Ratification of Enforcement Order(Mesiti) Campbell Forest Subdivision
The letter and Enforcement Order were given to the Commission members for their
review An inspection discovered a violation, and Richelle Martin issued an Enforcement
Order and a$100 fine for encroachment into the 25' No Disturbance Zone General
status reports were also missing Robert Mansour stated that some mechanism should be
instituted to keep track of status reports Mesiti Development has since submitted the
restoration report and all status reports Scott Masse wants the Department staff to issue
a letter warning them that non-submittal of any more status reports will result in
additional fines Joe Lynch motioned to ratify the Enforcement Order Beth Wescott
seconded Unammous vote
242-913-COC- Lot 20A #41 Beaver Brook Road (Mike Eagan)
Certificate of Compliance inspection was ok Joe Lynch says the grading was pushed
back and the slope is 2.1 instead of 3 1 Unauthorized alteration of rip rap was performed
but is acceptable Joe Lynch feels it is minor and motioned to approve the Certificate of
Compliance Seconded by Beth Wescott Unanimous vote
242-817 -COC 150 Flagship Drive (MHF Design Consultants Inc)
The restoration has been completed and the Certificate of Compliance inspection was ok
Jack Mabon motioned to issue a Certificate of Compliance, seconded by Beth Wescott.

242-818-COC- Lot 59 4197 Bridges Lane(Thomas Higgins)
The restoration has been completed and the Certificate of Compliance inspection was ok

242-649 -PCOC-Lots 2,3, 5, 6, 8,9 Stevens Crossing(Evergreen Mgmt and
Merrimack Engineering)
Lots 4 and 7 need to have the wetland flags re-established by survey in the field
Lot 2 Joe Lynch motioned to approve a Partial Certificate of Compliance and then
withdrew his motion Joe Lynch motioned to deny the Partial Certificate of
Compliance due to comparing the record drawing to the As-Built submitted. Beth
Wescott seconded Unanimous vote
Lot 3 The house was in a slightly different location and the shape was a little different
but did not break any setbacks Joe Lynch motioned to grant Partial Certificate of
Compliance Jack Mabon seconded Unanimous vote
Lot 5 The house was moved closer to the wetlands but still met the setbacks Jack
Mabon motioned to grant a Partial Certificate of Compliance Beth Wescott
seconded Unanimous vote
Lot 6 Beth Wescott motioned to grant Partial Certificate of Compliance Jack Mabon
seconded Unanimous vote
Lot 8 A different house was built,part of the driveway was constructed outside the
easement and the letter from the engineer did not certify compliance with the 25'
No Disturbance Zone Joe Lynch voted to deny the Partial Certificate of
Compliance Beth Wescott seconded Unanimous vote
Lot 9 Jack Mabon motioned to grant a Partial Certificate of Compliance Beth Wescott
seconded Unanimous vote
Discussion Joe Lynch does not want to release any bond money at this time Beth

242-943 Amendment to OOC Lot 1 Clark Street(RAM Asset Management)
The modification request is for removal of existing pavement along the edge of the
wetlands, restoration and changing the location of the planned parking spaces Joe Lynch
felt there wasn't enough information with out the wetland flags on the plan or the square
footage of alteration/restoration calculated Joe Lynch motioned to continue to the
1/19/00 meeting Jack Mabon seconded Unanimous vote
242-893 Amendment to OOC Route 114 Sewer Project(West Environmental)
The amendment request is for a location change of the pump station, a de-watering basin
and an increase in the limit of work The mandatory setbacks will still be met and no
waivers are required Propane tanks will still be outside the 100' Buffer Zone The hay
bale line will not change Joe Lynch motioned to issue the amendment by adding the
plan dated 10/2/98 REV 9/27/99 to the record drawings Jack Mabon seconded

242-996 1812 Turnpike Street (The Equestrian Shop)Allen & Major
Elmer Pease and Mark West present Lance Hill and Tom Donahue from Allen& Major
present. The site is presently grass covered. The proposal is for a two story building, the
top will be offices and the bottom will be retail. The roof will drain into an infiltration
system Detention basins will outlet into a wetland area The applicant chose to use
Coler and Colantomo and will post the $3,000 Escrow account for drainage analysis
They need to show the de-watering detail and location, soil stockpile area, snow stockpile
area and the dumpster location on the plans. They also need to show the distance from
the wetland line to the building corner and the limit of work Joe Lynch motioned to
continue to the 2/2/00 meeting Jack Mabon seconded Unanimous vote
