RE: Unmaintained drainage Basin & Leaf Dumping in Open Space
Dear Ms. Willis:
During a site visit on February 22, 2018 the Conservation Administrator and myself observed an
unmaintained drainage basin to the rear of the property and what appears to be evidence of leaf
dumping in the Open Space parcel identified as"Open Space Parcel L" on the approved
Definitive Subdivision Plan for the Cobblestone Crossing development. Dumping of any kind is
prohibited in the Open Space parcels as stated in the Conservation Restriction.
Kindly, contact nee at my office at(978) 688-9535 to discuss the yard waste dumping and
drainage maintenance and come to an agreement on how to mitigate it. We have plans in the
office which will demonstrate the boundaries of the Open Space for fiiture reference.

1993 and Modified on Tuly 30new lots, , 1993, This Modification creates 6

' September 24, 1993. The parcel is 4.77 acres in size in a
Residential » 3 District. The planning Board makes the following
findings as required by the Rules and Regulations Governing the
1 Subdivision of land; }
1 A. The Definitive Plans, dated September, 19931 rev. 10/29/93, (i
( include all of the information indicated in Section 3 of the
Rules and Regulations concerning the prooedure for the
submission of plans.
B. The Definitive Plan adheres to .all of the design standards
as indicated in section 7 of the Rules and Regulations.
C. The Definitive plan is in conformance with the purpose And '
intent of the subdivision Control Law.
D. The Definitive Plan complies with all of the review comments
submitted by various town departments in order to comply
with state law, town by-laws and insure the public health,
safety, and welfare of the town.
Finally, the Planning Board finds that the Definitive Subdivision
Complies with Town Bylaw requirements sa long as the following
conditions are complied with:
1. Prior to endorsement of the plans by the Planning Board the
applicant shall comply with the Definitive subdivision
Approval granted by the Planning Board for Cobblestone
Crossing dated May 12, 1993 and modified July 30," 1993 in
addition to the followingt
a. An updated construction schedule must be submitted as
part of the plans.
b. A revised covenant (Form I) securing all new lots
within the subdivision for the construction of ways and
municipal services must be submitted to the Planning
Hoard. Said lots may be released from the covenant upon
Posting of security as requested in Condition 13(b) .
Q. Revised right-Of-Way dedication easements for the
proposed roadway shall be prepared at the applieantts
expense and provided to th= planning office.

trees are to be placed every fifty (50+) feet along

Chickering Road and spot elevations or contour lines on

must be shown.

SUBJECT: Stormwater Maintenance, Cobblestone Crossing
During the issuance of permits for work at 35 Copley Circle, the Planning &Conservation
Departments became aware that the Stormwater Management infrastructure at Cobblestone Crossing
was not being appropriately maintained as required by original permits. Given the age of the
development, a formal stormwater management plan could not be located. In an effort to assist the
Homeowners' Trust, the Conservation Department and Town Engineer reviewed the system and
provide the following advice to bring to bring the system into compliance with ongoing maintenance
requirements:
• Basin behind 35 Copley Circle: the inlet and outlet structures shall be cleaned of sediment and
debris. All trees and shtubs less than 1" in diameter within the basin shall be cut flush and all
cut material removed and disposed of properly (Cyr Recycle Center on Sharpners Pond Road is
one option). Vegetation and debris beyond the outlet structure of this pond should also be
cleared. All accumulated leaf debris should be raked out and removed.
• Basin behind 17 Cobblestone Crossing(Map 59, Lot 90):Debris stockpiled within the basin
{see photo) shall be removed and disposed of properly. All accumulated leaf debris should be
raked out and removed. The inlet and outlet structure shall be cleaned of all debris and
sediment.
• Catch Basins: All catch basins shall be inspected at least two times per year (at the end of
foliage and snow seasons). Sediment must be removed when it is within 6" of the outlet
structure. Use of a vacuum truck is preferred. Disposal of the accumulated sediment and
hydrocarbons must be in accordance with applicable local, state and federal guidelines and
regulations.

• Grass slopes and swales: Inspect slope embankments at least twice annually. Woody vegetation
shall be removed from swales. Grass swales shall be mowed/maintained. Any active or
potential erosion problems should be repaired and/or revegetated, During the summer months
