Conservation Commission Minutes
DPW Conference Room
January 17,2001
Members Present: Chairman, Scott Masse, Albert Manzi, Jr , Vice Chairman, Deborah Feltovic, John
Mabon and Associate Robert Cerchione arrived at 7 00 P M Joseph Lynch, Jr arrived at 8 00 P M
Absent were Beth Wescott, Robert Mansour, and James Demotses, Associate '
Staff Present: Brian J LaGrasse, Conservation Administrator, Linda Poirier, Secretary and Karen
Fitzgibbons, Secretary
The meeting was called to order at 7 PM by Scott Masse, Chairman

General Business:
242-792 Partial Bond Release—Woodlea Village (Ashwood Companies)(Carl Kaserski)
Brian LaGrasse recommended to release $15,000 and keep $5,000 ($20,00 bond for
restoration area) until the end of next growing season leaving a total of$51,000
A motion was made by Mr Manzi, seconded by Mr Mabon The vote was unanimous
242-856 Modification to OOC -#200 Chickering Rd. (Terra Properties, Inc.)
Applicant requested a continuance On a'motion by Mr Manzi, seconded by Ms Feltovic, the
7� commission voted unanimously to continue to Feb 7d'
MACC Conference
MACC Conference March 3rd (Saturday)packets were mailed out to all Commission
Members
Fire Station Task Force Update
Although not on the Agenda, Mr Manzi requested to discuss with Fire Chief Bill Dolan, the
proposed Outcountry Fire Station An update was given by Mr Manzi regarding the task
force Mr Manzi and Mr Howard reviewed lot 24 on the corner of Salem and Ingalls
Street Chief Dolan talked to appropriate state agencies, however there is a cloud in the title
of ownership. Chief Dolan met with the DEP and presented them with a letter from 1988
regarding a Wetlands delineation and will speak further with them on Friday. The Task
Force is hoping to have everything ready for presentation at the town meeting in May
Public Hearing (8:00 P.M.)

An alternative analysis was submitted by the applicant for a process of new plans not to touch the
finger of wetlands On a motion by Mr Manzi, seconded by Ms Feltovic, the commission voted
unanimously to continue to Feb 7`"

242-1054 Lot 32 Bridle Path (Brookview Country Homes)(Marchionda & Assoc)
Revised site plans were submitted by the applicant A note on the plan referring to a permanent barrier
and an abutter's issue regardmg his driveway was addressed A motion was made by Mr Mabon,
seconded by Ms Feltovic, to close the public hearing and issue a decision within 21 days The vote
was unanimous
242-1052 492 Sutton Street (LMA)(Christiansen & Sergi,Inc.)
Applicants agreed to submit latitude and longitude figures for the construction of 2 hangers and to
confirm wetlands line Some of the wetland flags were not labeled and were missing. Mr Manzi
expressed concerns that this filing may be tied to a possible expansion On a motion by Mr Manzi,
seconded by Mr Mabon, the commission voted unanimously to continue to Feb 7ch
242-1020 492 Sutton St. (MA Aeronautics Com.)(Dufresne-Henry, Inc.)
Applicant submitted review of wetlands line Mr Lynch questioned the phased rate of trees
removed over two growing seasons Abutter, Dennis Card, expressed his concern about
planting 200 trees,but Richard Doucette would not guarantee this It was agreed to be
discussed at a meeting with the Mayor on the 24th. Brian LaGrasse has requested a specific
response from National Heritage on placing limitations on the amount of cutting and when
the cutting takes place On a motion by Mr Lynch, seconded by Ms Feltovic, the
commission voted unanimously to continue to Feb 7ih
242-1045 North Andover High School (DiNisco Design)
Pat Seekamp submitted several plans for an alternative roadway design The commission
decided on a plan favored because of no additional filling and speed regulation DiNisco
Design Partnership will submit their preliminary response for all outstanding items On a
motion by Mr Lynch, seconded by Ms Feltovic, the commission voted unanimously to
continue to Feb 7`h
242-1051 149 Marian Dr. (D. Amundsen)(Merrimack Eng. Services)
Applicant has submitted revised plans with changes specified by Brian LaGrasse. A motion was made
by Mr Lynch, seconded by Ms Feltovic, to close the public hearing and issue a decision within 21
days The vote was unanimous
242-1056 430 Pleasant Street (Thomas Neve Associates,Inc.)
Applicant will submit a revised restoration detailing the size of the wetland plantings and the
square footage of the restoration area noted on the plan On a motion by Ms Feltovic,
seconded by Mr Lynch, the commission voted unanimously to continue to Feb 7`h.
242-1055 Lot 66 Turnpike St. (Joe Serwatka)
Applicant will submit revised plans including the distances and additional structures such as
walkways, stairs, etc On a motion by Mr.Mabon, seconded by Ms Feltovic, the
commission voted unanimously to continue to Feb 7`h
