242-1027 -COC request 119 Grandville Ln.(Pat Taylor)(NE Engineering)
This order was issued on 9/6/00 for a septic repair Mr Mansour had Ben Osgood(NE Eng)explain
the plumbing that was not included on the plans On a motion by Mr Manzi,seconded by Mr
Mansour,the commission voted unanimously to grant the request of the Certificate of Compliance as
drafted

796 Winter St.(Gary Wilford)(NE Eng)
This RDA is for a septic system repair within the Buffer Zone to a BVW. The project
is adjacent to Rocky Brook,but is exempt from the Riverfront Act(Lot created before
1996 and is a septic repair). The only work in the 100' Buffer Zone or Inner Riparian
Zone is connecting to the existing septic tank and placement of the erosion controls.
Mr LaGrasse recommended to issue a negative determination with erosion controls, yard
waste removal and a pre-construction inspection On a motion by Mr Mansour, seconded
by Mr Manzi, the commission voted unanimously that it was negative
Notice of Intent(s)
242-1078-350 Summer Street(Hancock Environmental)
This NOI is for the installation of an inground swimming pool,associated sheds,fence,
landscaping,grading and an area of the 25'NDZ that is to be revegetated The Applicant
revised new plans with details for the retaining wall,underdrain,dram cleanout and wall/drain cross
section A motion was made by Mr Lynch, seconded by Ms Feltovic, to close the public hearing
and issue a decision within 21 days The vote was unanimous
242-1086- 171 Brentwood Circle(Scott Giles)
This NOI is for the construction of a 10'x12' screened in porch within the Buffer Zone
to a BVW. The wetland boundary is depicted at 72' from the proposed structure. The
erosion controls are proposed within the existing grass area and no clearing will be
needed. The proposed excavation is for two 1'D sonotubes. The Applicant submitted
revised plans with the correct scale and corrected the project description on the NOI A
motion was made by Mr Manzi, seconded by Mr Mansour, to close the public hearing and issue a
decision within 21 days The vote was unanimous
242-1087-Lawrence Airport Industrial Park(Epsilon Assoc)
This NOI is for and Industrial Park to be located at the LMA. The project consists of
essentially a four-lot subdivision for industrial use on 41 acres of land. The four lots
will be comprised of approximately of 316,000 of industrial space. This notice is for a
roadway,stormwater management structures,utilities and a 1.1 off-site sewer forcemain
to GLSD. The four individual lots will'be filed separately for the building construction.
Mr LaGrasse requested proof of mailings Mr LaGrasse wants to schedule a site walk Mr Lynch
stated that the underground drainage requires more research Mr Manzi noted there would be no
waivers requests Mr LaGrasse ,Mr Lynch and Mr Manzi discussed a double row staked (6' in-
between with jute netting on steep slopes for erosion controls Mr Howard (Epsilon)said they are

still waiting for any input from National Heritage He also stated that individual lots will file
individual NOI's Mr Lynch was concerned about future repair and service He suggested the
forcemam be sleeved On a motion by,Mr Manzi, seconded by Ms Feltovic,the commission voted
unanimously to set up a$5,000 00 Escrow Account for Coler&Cloantonio(wetland scientists) On
a motion by,Mr Manzi, seconded by Ms Feltovic,the commission voted unanimously to continue
to 8/15/01
242-1088- 350 Winthrop Ave.(Kohl's Department Stores)(VHB)
This NOI is for the rehab of the existing Bradlees. The work includes improving the
front of the building,paving in the front of the building,loading dock work and
pavement stripping. Mr LaGrasse stated Applicant needed to submit proof of mailings On a
motion by, Mr Lynch, seconded by Ms Feltovic,the commission voted unanimously to continue to

242-1089- 492 Sutton St.Lawrence Municipal Airport-taxiway(Dufresne-Henry)
This NOI is for the reconstruction of a taxiway at the airport The taxiway is going to be
2,100 linear feet and is being moved further away from the runway(210 to 240) and
decreased I width from 50'to 35' This construction of Taxiway D has work within the 100'
Buffer Zone for side slope grading and a turn safety area Mr LaGrasse noted that the
Applicants requested a continuance to the 8/1 meeting due to scheduling conflicts On a motion by,
Mr Lynch, seconded by Ms Feltovic,the commission voted unanimously to continue to 8/l/01
