DATE NOTICED IN MONITOR August 23 , 1996
Pursuant to the Massachusetts Environmental Policy Act
(G. L. c . 30 , ss . 61-62H) and Section 11 . 06 of the MEPA
regulations (301 CMR 11 . 00) , I hereby determine that the above
project does not require the preparation of an Environmental
Impact Report (EIR) .
The project consists of the construction of two buildings
totaling 47, 400 square feet (sf) for business/industrial use and
an improved industrial subdivision access roadway (Beechwood
Drive) . A 30 , 000 sf office building is proposed for Lot 2A, which
is 5 . 01 acres . A 17, 400 sf office/industrial building on Lot 1A,
which is 2 . 86 acres, may be constructed in the future, but is not
proposed at this time . However, it has been included in the
Environmental Notification Form to identify the full-build out
potential of the site . The project includes the industrial
subdivision of 10 . 5 acres of land into three lots . The site is
presently occupied by two business/industrial buildings totaling
15, 000 sf with 40 parking spaces on Lot 3 (about 2 . 65 acres) with
access onto Osgood Street . Parking for the proposed project will.
accommodate 160 vehicles . Two new full access driveways are
proposed onto Beechwood Drive . According to the Massachusetts
Highway Department (MHD) comment letter, the proposed project is
estimated to generate approximately 360 vehicle traps per
weekday.
The project will consume approximately 1, 800 gallons per day
(gpd) of water, and generate about the same amount of wastewater .
The proponent will receive water service from the local municipal

system, and is proposing to install individual septic systems for
each proposed building.
MEPA review is required because the project needs an access
permit from the Massachusetts Highway Department (MHD) and it is
a non-residential development having more than 25 , 000 sf of space
(301 CMR 11 . 26 (2) (b) ) . On August 7, 1996 , the proponent received
a Negative Determination of Applicability from the North Andover
Conservation Commission (NACC) for the 30 , 000 sf office building .
The project will disturb about 8, 900 sf of buffer zone to a
bordering vegetated wetland.
The increase in stormwater runoff generated by the improved
subdivision roadway will be mitigated by providing catch basins
which are equipped with sumps and traps . Roadway runoff will flow
to a drainage Swale that discharges into the Route 125 drainage
system. Roof runoff will be directed to infiltration areas .
Runoff from the driveways and parking areas will be collected in
leaching catch basins and recharged into the ground. In addition,
the proponent has proposed to inspect and clean catch basin traps
and the subsurface infiltration system annually.
Based on a review of the information provided by the
proponent and consultation: with relevant public agencies, I find
that the potential impacts of this project do not warrant the
preparation of an EIR and can be addressed through the local and
MHD permitting process .

Dear Secretary Coxe:
The Massachusetts Highway Department (MassHighway) has reviewed the
Environmental Notification Form (ENF) for the proposed Beechwood Hill project in
North Andover. The project entails the construction of 47,400 square feet of
industrial space on a 10.5-acre parcel located on the east side of Route 125,
between Holt Road and Bradford Street in North Andover. There are currently two
existing buildings totaling 15,000 square feet on the site. According to information
included in the ENF, the project is expected to generate 360 vehicle-trips on an
average weekday. A MassHighway permit is required for access to Route 125.
We believe that the overall traffic impacts of this project to the state highway
system will be minimal, and we recommend that an EIR not be required based on
traffic issues. If the existing buildings on the site are not currently permitted, they
will be subject to the access permit process along with the proposed new
construction. The details of this and any other access-related issues can be
handled during the MassHighway access permit process for this project.
