Meeting Minutes
February 19, 2025
Present: Michael Lenihan, Roger Lawson, Leslie Frazier, Kathleen Szyska, Laurie Belsito
The meeting was called to order at 6:04 p.m. in Select Board Meeting Room at Town Hall.
The Pledge of Allegiance was recited.
Continued Public Hearing— Certificate of Appropriateness for 83 Academy Road. This would
allow for improvements to the Stevens residence at 85Academy Road

Mark Yanowitz, LYF Architects, representing Kathy Stevens, property owner 83 Academy
Rd.
M.Yanowitz said the previous request by the commission for specifications of windows, doors
and decking material at the previous meeting were addressed in the new handout packet
provided.As commission members reviewed the packet, he reiterated that the grid of the
windows are located on both the inside and outside of the window so the look on the outside
would be simulated divided light. He mentioned the deck size increase was for safety reasons
and referred to in G 110 in the package handout. He briefly discussed the material prosed for use
on the deck being from the Timber Tech vintage collection as shown in the packet.
There was overall agreement that the details requested were in order and looked agreeable to all
commission members present.
L. Frazier made a motion to vote on the certificate of appropriateness for 83 Academy Rd. as
presented. R. Lawson seconded the motion.
There was unanimous consent.
Public Hearing— Certificate ofAppropriateness for 117 Osgood Street. This would alloweLo
installation of 20.910 kW solar panels.
George Feeley, representing Trinity Solar for the property owner of 117 Osgood St.
G. Feeley said they are looking at putting up a total of 51 solar panels on the barn.As it stands,
they were requesting to put the panels on the front and the back of the roof with them majority
on the front road side. He confirmed they are solid black panels, about 3 ft wide by 5 ft long and
go in a rail system. He said they will raise the height of the roof about 6"but will not extend over
the edge. When asked if it was possible to put more panels on the back of the barn instead of the
front, G. Feeley responded that there is still good sun exposure on the back of the barn so they
would be open to reconfiguration.
L. Frazier expressed that the barn is an iconic structure as part of the Old Center because it is
the last vestiges of the Carney Estate. She said it would be worth looking to see if all of the
panels could be located on the back of the roof to preserve the look from the front, street side
view.
M. Lenihan brought up the fact that you can see the back of the barn from Academy Rd. but it is
not nearly as prevalent, and that the part of the road near Kathy Stevens property at 83 Academy
Rd. would probably have the clearest view. He said his preference would be to move all of the
panels to the back roof as well.
K. Stevens was present at the meeting and said she was not bothered by the proposal.
R. Lawson asked if the controls could also be moved to the backside of the barn, with agreement
from the commission members.
G. Feeley said he will ask if they can reconfigure the project to put everything in the back of the
barn.
M. Lenihan proposed to issue a continuance of the public meeting with unanimous consent.
Public Hearing— Certificate of Appropriateness for 800 Mass Ave. This would allowed
additional permanent sign° or the cafe attached to the existingssign located in-front o the lot.
Temporajy open sign during hours operation located on front column o building
Richard Aversa, Diane's Cafe said the sign being proposed is a temporary sign with an
aluminum base that will have the sign pull down from. He said it will only be out when the cafe
is open, and it will be stored inside at night. He specified that it will not be attached to the
building, but has its own stand, and is 30" x 6ft tall. There was discussion that this would be in
addition to the permanent sign located on the building and the "open" flag on the building which
is actually for the museum.
M. Lenihan said we would be approving the design of the temporary sign and not necessarily
the location although it is being suggested to be placed in front of one of the pillars at the front of
the building. The Historical Society would be approving the location.
R.Aversa said the building department approved the sign and the design of it. He said it is black
with gold vinyl lettering to match the permanent sign on the building.
There was consensus on the proposed design of the temporary sign.
L. Frazier moved that we accept the design of the temporary sign as proposed and K. Syzka
seconded the motion.
There was unanimous consent.
Approval of Meeting Minutes from 1129125
R. Lawson called for a motion to approve the minutes from the meeting on January 291h12025
and L. Frazier seconded the motion.
There was unanimous approval.
The meeting was adjourned at 6:42 p.m.
