MINUTES
George Reich motioned to accept the minutes of April 3 1991 as
amended Richard Milliard seconded Motion carried
Anne Kasprzyk Ynet with the Commission Questions and answers
from Commissioners followed The Commission voted in favor of
her appointment as the Acting Conservation Administrator
MAZURENKO FARM MANAGEMENT PLAN
Richard Doucette presented the final Plan and a slide show
George Reich motioned to adopt the Mazurenko Farm Management Plan
Don Stanley seconded, motion carried 1 abstention
LOT AA SALEM STREET (#242-55)
REQUEST PARTIAL COMPLIANCE
Mr Paul Twomel Esq attended the meeting to request a
Compliance George Reich motioned to grant a Partial Certificate
of Compliance on Lot AA Salem Street Alison Brewster seconded
motion granted Richard Milliard abstained

REQUEST FULL CCMPLIANCE
Anthony Menard attorney for applicant attended the meeting
Alison Brewster motioned to grant a full Certificate of
Compliance on Lot 46 Vest Way, Richard Milliard seconded motion
carried
LOT 64A HAYMEADOW ROAD (NACC #2)
NOTICE OF INTEbT - CONTINUED PUBLIC HEARING
Pat Seecamp of Wetlands Preservation, Inc Ken Daher and John
O'Connell represented the owner This project involves crossing
a wetland with a bridge Question How many of these projects
had Mr O'Connell seen or built before Answer none specifically
but many similar projects Richard Milliard and Carl Schoene
requested a narrative of the construction sequence Carl Schoene
questioned abort oil falling from the crane into the river Mr
O'Connell mentioned he can hang a tarp under the bridge George
Reich motioned to closed the public hearing on Lot 64A Haymeadow
Road and issue an Order of Conditions within twenty-one days
Richard Milliard seconded motion carried Donald Stanley

NORTH ANDOVER %ETLANDS BYLAW
PUBLIC HEARING
Curt Young of %etlands Preservation made comments which were
written into the master copy Richard Doucette discussed a Non-
criminal Disposition Statute. Paul Tariot motioned to close the
public hearing.
HICKORY HILL (042-474)_
REQUEST OF PARTIAL COMPLIANCE
Al Shaboo of Designers Engineering represented the owner Mr.
George Harker. The lots that are involved in this Compliance
are: 1, 2 , 3, 4 , 9,10, 11, 15, 16, 17, 18, 19, 20, 21, 22,23 , 24, 25, 26 and 27 .
These lots are more than 100 feet from wetlands. Richard
Milliard motioned to grant a Partial Certificate of Compliance
for the above mentioned lots. George Reich seconded, motion
carried. George Reich motioned to grant a partial release of
bond money the current balance is $30, 000 to be reduced to
$10,000. Alison Brewster seconded, motion carried. Don Stanley
opposed. The NACC will now hold $3 , 000/lot and $2, 000/ swale as
the bond.
ABBOTT VILLAGE (#242-443)
DISCUSSION OF FINAL AGREEMENT
NACC would like to review the two documents. To be placed on the
May 1st agenda.

The NACC discussed the recent memo regarding street sanding in
the Watershed District.
LOT 1 DALE STREET
Discussion of cngoing appeal.
LOT B SALEM STREET (#242-513)
ENFORCEMENT ORDER
On April 4th an Enforcement Order was issued to Domenic Giarusso
the owner of Lot B Salem Street. The Order stated that the
construction of a driveway was not in conformance with the Order
of Conditions. Filling and grading in the buffer zone within the
Lake Cochichewick Watershed. Requested to return land to original
grade where the construction does not comply with the Order of
Conditions. Alison Brewster motioned to ratify the Enforcement
Order and Don Stanley seconded, motion carried.
STEARNS POND DRAW DOWN
The DEM Staff at Harold Parker State Forest has been requested to
allow the pond to fill up. They will comply.
Richard Milliard motioned to adjourn (10:00 p.m. ) Don Stanely
seconded, motion carried.
