George Reich motioned to approve the minutes of March 27 1991 as
amended Alison Brewster seconded motion carried

REQUEST FOR EXTENSION
A request for an extension was made by Mr Olenio Alison
Brewster motioned to grant an extension for one year to May 18,
1992 Carl Schoene seconded motion carried

DISCUSSION AND RECONSIDERATION OF BOND AMOUNT
Scott Follansbee attended meeting Discussion of Condition #14
regarding submittal of revised plan with al resource areas
Discussion of regarding bond Mr Follansbee requested a
reduction of tte bond from $5 000 to $1 500 NACC opposed the
bond reduction No motion made
BORDEN PACKING AND IND PRODUCTS
CHEMICAL SPILL
Craig Cranovitch plant manager provided an overview of a recent
spill of DINA Jayflex Dr Paul Ferioll discussed the chemical
�1 that was released 100 to 120 gallons in stream 2000 gallons
contained in tte catch basins will be removed Borden will set
up a monitorinc program under the direction of the Administrator
to monitor the effects of the spill

NOTICE OF INTETT - PUBLIC HEARING
Paul Tariot noted that the legal notice had not been in the paper
the necessary "five days prior to the meeting" Pat Seecamp of
Wetlands Preservation Inc Ken Daher and John O'Connell
represented the owner Pat Seecamp provided an overview of the
project and also presented a letter to the Fire Chief William
Dolan Ken Darer discussed the access easement George Reich
motioned to cortinue the public hearing to April 17th Carl
Schoene seconded motion carried NACC requested 1 Bank
delineation methodology 2 New legal notice 3 A construction
sequence indicating bridge construction if access to other side
of stream is nct permitted by abutter
NACC will not appeal the DEP Superseding Order on 242-536
