George Reich motioned to accept the minutes of March 13 1991

EXTENSION
Peter Breen attended the meeting requesting an extension to
acquire easements George Reich motioned to grant the extension
to April 10 1992 Richard Milliard seconded motion carried
LOT 10A BOXFORD STREET (#242-537
MODIFICATION
Bob Higgins requested a Modification to alter a deck at the rear
® of project This deck will now be within the 50 foot no-cut zone
(421 ) George Reich motioned to grant a Modification on
Condition #15 to allow a deck in the no-construction zone as
shown on plans submitted on March 27 1991 Richard Milliard
seconded, motion carried

DISCUSSION OF VIOLATION
Richard Doucette and Paul Tariot brought the NACC up-to-date on
this violation and legal proceedings
ARTICLES SUBMITTED FOR TOWN MEETING
R Doucette prodded the NACC with copies of the proposed rewrite
of the wetlands bylaw and discussed the other articles submitted

Discussion tool place regarding the settlement agreement and
bonding

CONTINUED PUBLIC HEARING
Bill McLeod presented the determination to confirm wetland line
George Reich motioned to close the public hearing and issue a
Positive Determination citing plans revised on March 21, 1991

LOT 2 LIBERTY STREET-NOTICE OF INTENT
PUBLIC HEARING
Daniel O'Conne- represented the owner Driveway in two buffer
zones Grading for septic system within the buffer zone area
also House outside of buffer zones Grading for driveway is
within ten feet of the pond Abutters were not notified
Richard Milliard motioned to continue the public hearing to April
17th George Reich seconded motion carried

PUBLIC HEARING
Pat Seacamp of Wetlands Preservation John O'Connel engineer and
Jack McQuilken engineer attended the meeting Bridge is longer
than previous Notice of Intent It was 50 feet is now 65 feet
long Bordering vegetated wetland alteration equals 160 square
feet 88 sq ft restored in place 72 sq ft filled and
replaced by 178 sq ft of replication Bordering Land Subject
to Flooding alteration equals 1400 sq ft Ellen Mulgrew
abutter Ken Daher, Methuen Co-operative Bank
NACC wants 1 Copy of easements
2 Fire Dept/input on access and
3 Stake ends of bridge

DECISION
Carl Schoene motioned to issue the amended Orders of Conditions
for Sharpner's Pond Road George Reich seconded motion carried
INTERN'S SALAR'x
The NACC will allow for the for the use of wetland filing fees to
make up the $2/hr cut in summer intern proposed salary

SAVE THE LAKE EXPENDITURES
Richard Milliard motioned to spend up to $300 from this account
to construct a display board for the Mazurenko Farm Conservation
Area George Reich seconded Motion carried
George Reich mctioned_to spend up to $650 from this account to
purchase watershed signs Alison seconded Motion carried in a
3 to 2 vote R Milliard and P Tariot opposed Administrator
• will seek support from the Planning Board and Public Works
Advisory Board

R Doucette provided an overview of the proposed sewer line and
the cross country section through private land that was recently
discussed before the Public Works Advisory Board
KROL LETTER
The NACC signed a letter to the DEP requesting some action on a
wetland violat_on in Lawrence just upstream from North Andover on
the Shawsheen River
