George Reich motioned to accept the minutes of February 13 1991

REQUEST FOR EX^ENSION
Joe Cushing of Kaminski Assoc , representing the owner, Lexington
Savings Bank attended meeting An appeal should have extended
the time frame for Order of Conditions therefore the Permit
should be valid through May 10 1988 They requested a three
year extension Bylaw only allows for a one year maximum
extension
George Reich motioned to extend the Orders of Conditions to May
1, 1992 Richard Milliard seconded motion carried
LOT 20 CASTLEMERE (#242-255)
REQUEST FOR PARTIAL CERTIFICATE OF COMPLIANCE
Tom Laudani attended the meeting The applicant seeks a Partial
Compliance for one lot No bond was posted for the subdivision
Alison Brewster motioned to grant the Partial Certificate of
Compliance Richard Milliard seconded motion carried Don
Stanley and George Reich abstained

REVISED PLANS
Plans have been revised to reflect the items in the Order of
Conditions Send a letter acknowledging receipt of revised plans
(2/15/91) Driveway seems to be located in isolated land sub3ect
to flooding 5' road buffer is also unclear

REQUEST FOR EXTENSION
A representative of G & Z Development requested a three year
extension George Reich motioned to grant a one-year extension
to May 31 199E for Lot 9 Orchard Path Don Stanley seconded
motion carried

ONGOING VIOLATION
Mr Butterfielc the owner was unable to attend the meeting
He spoke with the Administrator and will be conducting the
necessary work within two weeks

Partial Compliance was granted previously pending receipt of a
$500 Certified check to insure performance

DISCUSSION
The Commission decided that a new Notice of Intent would be
needed No vo-e taken

PUBLIC HEARING - NOTICE OF INTENT
Bill McLeod attended the meeting The delineation done by Dr
Mallett was O K to the right of the house There is a spring on
this property, the source of which is unknown Don Stanley had
concerns regarding the consistency of setbacks from wetlands in
the watershed and George Reich was also in agreement with this
concern Don Stanely motioned to close the public hearing and
issue an Order of Conditions within 21 days George Reich
seconded motion carried

MAZURENKO FARM RULES AND REGULATIONS
CONTINUED PUBLIC HEARING
A revised set of rules was discussed Comments were made by
Commission members abuttors and hunters The no discharge of
firearms was approved by a vote of 4-3 The remainder of rules
and regulations were approved 7-0 George Reich motioned to
close the public hearing Don Stanely seconded motion carried

DETERMINATION - PUBLIC HEARING
Tyler Munroe, owner of property attended the meeting Regarding
installation o= 18" pipe culvert and removal of small culvert
Robert Mansour motioned to issue a Negative Determination and
close the public hearing with three stipulations 1 Placement
of erosion controls 2 New culvert to have appropriate slope
3 Work to be done in the dry season Alison Brewster seconded
motion carried George Reich abstained

DETERMINATION - PUBLIC HEARING
George Reich motioned to issue a Negative Determination for 476
Great Pond Road Don Stanley seconded motion carried

NOTICE OF INTENT - PUBLIC HEARING
This project is an addition to an existing building R Milliard
indicated that the pipe for the sewer is located in wetlands in
Haverhill Robert Mansour mentioned that the plans had no stamp
drawings were _nsufficient and there is no 25' setback from
wetlands Richard Doucette mentioned three items to consider
1 Might need to file with the Haverhill Conservation Commission
. Take sewer line out of wetlands. and 3 . Applicant should
seek a Compliance on ##242-153 at this time.
George Reich motioned to continue public hearing to March 27, Hon
Stanley seconded, motion carried.
HICKORY HILL ESTATES 242-474
MODIFICATION
Al Shaboo gage an overview of the project. The applicant has re-
designed the project to construct 40 single family homes as
opposed to 56 condominiums. Flans will be revised further.

DECISION
George Reich motioned to accept the decision as amended on Lot 44
Stagecoach Road, Hon Stanley seconded, motion carried.

DECISION
Robert Mansour motioned to accept the decision as amended on Lot
2 Johnnycake, Don Stanley seconded, motion carried.
George Reich motioned to close meeting 11: 09 p.m. Hon Stanley
seconded, motion carried.
