MINUTES
Alison Brewster motioned to accept the minutes of December 5
1990 as amended Carl Schoene seconded, motion carried
LOT 9A PINE RIDGE ROAD (#242-236)
REQUEST FOR PARTIAL COMPLIANCE
Attorney Nancy Kelleigh of Landry Assoc , attended the meeting to
request Compliance Alison Brewster motioned to grant a Partial
Compliance to Lot 9A Pine Ridge Road, Carl Schoene seconded
motion carried A Compliance had previously been granted on file
#242-286)
LOT 17A CARLTON LANE (#242-115)
REQUEST FOR PARTIAL COMPLIANCE
Attorney John Ford representing Jen Mar Realty Trust provided an
overview as did the Administrator Richard P Doucette Alison
Brewster motioned to grant a Partial Compliance on Lot 17A
Carlton Lane Carl Schoene seconded, Don Stanley abstained
motion carried
LOT 44 STAGECOACH ROAD (#2 4 2-->)
SUBMITTED REVISED PLANS
Angus Bruce attended the meeting The Administrator Richard
Doucette gave an overview of this pro3ect These plans are
revised and show the house outside the 25 foot no consruction
zone Commission has been waiting since the close of the public
hearing on 10/"/90 to receive these plans Mr Bruce requested
that an order of conditions be issued at the site visit A site
visit will be made on Feb 2nd A Notice of this meeting was
placed on the bulletin board in the Town Hall C Schoene
expressed concern about issuing order of conditions at site visit
under pressure from applicant
MEADOWS PROPERTY (#242-379)
REQUEST FOR COMPLIANCE
Les Godin of Merrimack Engineering attended the meeting and
showed calculations to indicate that the new stream channel will
allow for 43 cfs while the culverts allow 40 cfs The stream
channel will therefore not restrict the flow Donald Stanley
motioned to grant the Certificate of Compliance, Alison Brewster
seconded Georce Reich abstained motion carried

R Doucette presented the Conservation Office FY 1192" Budget

Ben Osgood the owner attended the meeting There is 2500 sq
• ft of filling for a driveway Replacement will be done on Lot
53 which is across the street Discussion of delineation which
has changed since the original subdivision submittal The
wetlands seemed to have shrunk The submitted plans still show
the original delineation since this wetlands may have shrunk due
to the effects of the subdivision construction If the
replacement area is located on the lot the 100 foot septic
setback cannot be met The applicant wishes to locate the
replication area on another lot The Osgood's owned all the
property at one point The Lot has an permit allowing the work
to proceed which has expired The Extension Request was
rejected This resulted in a refiling
Paul Tariot - Where is the hydraulic connection between the two
wetlands? There is a culvert There is also a groundwater
connection
RPD 1 Need a cross section showing the culvert to determine
if it is a "hydraulic connection"
2 Could the replication area be relocated?
3 Where else the NACC has approved replication
on another lot
Abutters
Ken Brown - replication wetland is not the same wetland
Muriel Brown - reminded the NACC of its own requirements to Mr
Osgood in Sept 90 Mr Osgood said that the abutters were not
notified of Lot 53 (replacement area) Water has been in the
MacElwain's basement (adjacent to Lot #3)
Paul Tariot read the Minutes of the last meeting the NACC
discussed this project This plan is the same plan No new plan
has been submitted as required We are going backwards
Carl Schoene motioned to continue the public hearing to February
13, 1991, Georqe Reich seconded motion carried The abutters to
Lot 53 will be notified

procedure
Comments Bill Dolan suggested no hunting on Saturdays
Suggested hunting permits could be issued through Conservation
Office also suggested hunting permit fees go to land management

Richard Milliard motioned to issue the amended Order of
Conditions on Whippoorwill Park, Don Stanley seconded, motion
carried.
Don Stanley motioned to adjourn at 10:45, George Reich seconded,
motion carried.
