HomeMy WebLinkAbout1991-01-09 Conservation Commission Minutes Draft Minutes of NACC on Jan 9 1991 Present George Reich Carl Schoene (7 30) Alison Brewster Richard Doucette, Admin Paul Tariot Chair LOGGING ON BOSTON BROOK Discussion of agricultural use and wetland regulations (310 CMR 10 04) The landowner is required to file a Forest Cutting Plan The Administrator will put Mr Farr in touch with the DEM District Forester The Administrator will speak with the Town Planner regarding Boston Brook Estates ENGLISH CIRCLE (#242-497) DISCUSSION Les Godin of Merrimack Engineering attended the meeting Plans have been revised as requested by NACC Order of Conditions and Planning Board subdivision approval Swale now conveys overland flow past house on Lot #1 Alison Brewster motioned to grant a Modification accepting plans revised Sept 1989 and letter of January 9 199. from Merrimack Engineering George Reich seconded, George Reich abstained, motion carried V MEADOWS PROPER^Y (#242-379) REQ FOR CERT OF COMPLIANCE Les Godin of Merrimack Engineering attended the meeting A channel was recently redug per request of Les Godin and Richard Doucette due to high water caused by channel not being deep enough Channel redug two feet deeper, water is now flowing better All debris that was previously ordered removed is removed Les Godin to do calcs to see if culverts are the only restriction Paul Tariot suggested a Modification may be needed A site visit was planned for Saturday 1/12/91, and will be on the next Agenda LOT 51A BEAR HILL (#242-158) REQUEST FOR PARTIAL COMPLIANCE This lot is cohered by the Subdivision approval and all work is outside the buffer zone George Reich motioned to grant a Partial Certificate of Compliance on Lot 51A Bear Hill Alison Brewster seconded motion carried WHIPPOORWILL PARK (#242-542) CONTINUED PUBLIC HEARING - NOTICE OF INTENT Thomas E Neve of Neve Associates attended the meeting Discussion of ILSF small and large Discussion of underground hydrologic connections Discussion of cul-de-sac placement Richard Doucette will recommend that cul-de-sac be pulled out of isolated land subject to flooding (ILSF) as discussed during the Request for Determination The larger ILSF will be considered a jurisdictional wetland Applicant agreed Smaller ILSF seems too small to be jurisdictional Discussion of common driveway placement to serve two drives Carl Schoene motioned to close the public hearing and issue an Order of Conditions within 21 days George Reich seconded, motion carried Discussion of placement of stump dump LOT 12 HOLLYRIDGE ROAD - DEERFIELD LANE (#242-348) REQUEST FOR PARTIAL COMPLIANCE House and driveway in buffer zone George Reich motioned to grant a Partial Compliance on Lot 12 Hollyridge Road, Alison Brewster seconded motion carried MINUTES George Reich motioned to accept the Minutes of Dec 19 1990 Alison Brewster seconded motion carried LOT 9 (#92) PINE RIDGE ROAD REQUEST FOR PARTIAL COMPLIANCE Lot is covered by the Subdivision Order and was filed and has been granted a Compliance for it's own filling Carl Schoene motioned to grant a partial compliance on Lot 9 Pine Ridge Road Alison Brewster seconded Vote 2-2 Motion failed Owner not present at meeting LOT 4 TURNPIKE DECISION ® The owner of this lot is Edward Plugis Alison Brewster motioned to accept the decision on Lot 4 Turnpike Street George Reich seconded motion carried Discussion of attendance at Abbott Village settlement meeting of DEP on January 15, 1991 George Reich motioned to adjourn 10 15 p m Paul Tariot seconded, motion carried Paul L Tariot, Chairman •
