MINUTES
Motion by P.rrariot and seconded by A.Brewster to adopt the
minutes of February 3 , 1993 .
VIOLATIONS
f980 Great Pond Road
R.Doucette gave a brief overview of the status of this violation.
The NACC read Mr. El Hefnils recent letter. Joe Cushing would
like to flag the wetland and proceed on filing the Notice of
Intent. Motion by P.Tariot and seconded by A.Brewster to
authorize the filing of a criminal complaint. Motion passed.
OLD BUSINESS
Osgood Mill Condominiums (#242-414) - Comr)liance
T.Neve requested a Certificate of Compliance for the Osgood Mill
Condominiums. There is a discrepancy in the drainage system.
The detention basin is not as large as was designed. But, in Mr.
Neve' s opinion, the detention basin is adequate since the
drainage system was designed in accordance with the Planning
Board's standards. No bond ($5000) was ever posted. Motion by
P.Tariot and seconded by K.Foley to grant the Certificate of
Compliance after posting of the bond and cleaning of the catch
basins. Motion passed unanimously.
Lot 6 Pine Ridge Road (#242-558) - Partial Bond Release
Ben Osgood requested a partial bond release. An interim "As-
Built" was submitted. Motion by P.Tariot and seconded by
A.Brewster to release all but $2000. Motion passed.
Lot 6 (#71 Hidden Court (#242-560)
Motion by P.Tariot and seconded by A.Brewster to direct owner to
move wall to the no-cut zone (251 from BVW) and replant down
gradient of new wall location by June 1, 1993 . Motion passed.

Wetland Filing Fees - Discussion
Motion by P Tariot and seconded by K Foley to authorize payments
from the Wetland Filing Fees Account to be paid to the
Conservation Administrator in the amount of $300 per month, from
February to the end of the fiscal year These payments will be
made at the end of each month until the Conservation
Administrator's position is re-classified as requested in the
Commission's recently submitted budget request for the next
fiscal year

Lot 14 Lancaster Road - Determination
Motion by P Tariot and seconded by K Foley to issue a Negative
Determination with erosion controls upon review of site
conditions (delineation and tree cutting) by R Doucette Motion
passed
Lot 22 Pine Ridge Road (#242-644) - Notice (cont
Jim Bourgoeis submitted revised plans dated 2/12/93 There is
some 100 year flood plain filled but the pond is over-designed so
the filling should have no impact The final grading lines near
the driveway show minor errors and will be corrected Abutters
B Varoutsos and N Varoutsos expressed concerns of drainage and
questioned a drainage easement There was discussion of a
narrower house and a greater setback (301 ) from the bordering
vegetated wetland Motion by P Tariot and seconded by A Brewster
to close the public hearing and issue a decision with 21 days

Jim Bourgoeis and Brian Jones presented revised plans dated
2/12/93 The grading has been pulled back and trees will be
planted in the previously cut no-cut zone The applicant
requested a continuance to 3/17 to meet with Planning Board
Motion by P Tariot and seconded by K Foley to continue to March
17 1993 Motion passed

Tyler Munroe presented plans for an agricultural use at his
property Motion by P Tariot and seconded by A Brewster to
continue to March 3 1993 Construction sequence and planting
plan will be submitted as will revised plans showing culvert and
cutting/ planting area Motion passed

R.Doucette gave an overview of the recent appeal decisions by
DEP.
Lot 14 Stonecleave 242-46 - Partial Release
Motion by P.Tariot and seconded by A.Brewster to issue a Partial
Compliance. Motion passed.
Warrant Articles - Discussion
Warrant closes on March 19, 1993.
Motion by P.Tariot and seconded by A.Brewster to adjourn the
meeting at 9« 30 p.m.
