HomeMy WebLinkAbout1993-03-03 Conservation Commission Minutes NACC MINUTES MARCH 3, 1993 PRESENT George Reich Richard Milliard Al Manzi Kevin Foley Alison Brewster Staff Karen Nelson Richard Doucette MINUTES Motion by R Milliard and seconded by A Manzi to adopt the minutes of February 17 1993 NEW BUSINESS Blue Ridge Road - Discussion Pat Seekamp and Jim MacDowell presented revised plans for the through connection of Blue Ridge Road The applicant proposes not to connect the roadway but to connect the sewer through the Town Forest This use of conservation land would require a 2/3 vote of town meeting and the State legislature The NACC is in favor of this proposal VIOLATIONS #940 Great Pond Road R Doucette gave an overview of the violation A criminal complaint has been filed #165 Vest Way R Doucette gave an overview Discussion of whether the violation took place prior to or after the issuance of a compliance Check on the As-Built The NACC decided not to pursue this violation since a Certificate of Compliance has been issued previously The future work by this builder (McConaghy) will be closely watched by the NACC OLD BUSINESS Coventry I - Results of Surveying Results of survey Detention pond is too small Solicit bids to complete the detention pond within the easement MA Riverways Program Joanne Carr of the Mass Riverways Program presented material relating to the Ipswich River Non-Point Source Pollution Program NACC 3/3/93 Page 2 PUBLIC HEARINGS #400 Winter Street (#242- ) - Notice (cont 1 Tyler Munroe sibmitted revised plans a construction sequence and restoration/replication plans Motion by R Milliard and seconded by A Manzi to close the public hearing and issue a decision within 21 days Tickets for Bylaw Wetlands Violation Motion by A Manzi and seconded by A Brewster to adopt the ticket Wetland Filing Fees -Soil Course - Motion by K Foley and seconded by R Milliard to use up to $300 for a soils course at U-Mass for the Administrator -IEP review - Karen Nelson will speak with the Merrimack Valley Planning Commission -Discussion of re-classification - Discussion of Administrator's re-classification and recent meeting with the Town Manager Lot 25 Vest Wag (#242-606) - Notice (cont ) Al Shaboo presented plans for a single family home No work is within 70 ' of the bordering vegetated wetland Motion by A Manzi and seconded fy K Foley to close the public hearing and issue a decision within 21 days Lot 24 & 31A Vest Way (242-605-608) - Withdrawal Al Shaboo represented the applicant These lots require filling of wetlands to build a single family home There was a discussion of the withdrawal of these Notices of Intent or the acceptance of a gift of land Al Shaboo will discuss with the lawyers the possibility of donating land to the Conservation Commission Warrant Articles Filing Fees - Motion by G Reich and seconded by A Brewster to request Jean Sullivan to certify the amount in this account prior to Town Meeting There are no disputed fees Power Boats - G Reich discussed a possible warrant article to prohibit power boats on Lake Cochichewick Discussion will be planned with Karen Nelson Richard Doucette George Perna and the Town Manager regarding the Status Report Conservation Fund - Discussion of use of existing funds or appropriation of funds to manage land NACC 3/3/93 Page 3 DECISIONS Lot 22 Pine Ridge Road Motion by G Reich and seconded by R Milliard to issue the decision as amended Site Visits A site visit will take place on March 13th at 9 00 a m Members will meet at Blue Ridge Road and go on to Winter Street Motion by A Brewster and seconded by R Milliard to ad3ourn at 9 50 P M George Reich, Chairman I i i i I
