MINUTES Motion by P.Tariot and seconded by G.Reich to approve the minutes of March 17, 1993 . Wetland Photos - Discussion Motion by P.Tariot and seconded by A.Manzi to expend $420 from wetland filing fees to purchase wetland aerial photos of the Town from DEP. Introduction of Associate Members - Discussion Lois Bruinooge, Barbara Varoutsos and John Leeman were introduced and discussed their objectives. Rock v Brook Estates (#242-392) - Extension Peter Breen appeared to request a one year extension. Motion by P.Tariot and seconded by A.Manzi to grant a one year extension. Lot 45B Bear Hill (#242-1581 - Partial Cg=liance George Schruender appeared with the homeowner to request a Partial Compliance from the Bear Hill order of conditions. Motion by P.Tariot and seconded by A.Manzi to grant the Partial Compliance. Warrant Articles - Discussion R.Doucette gave an overview of the meeting with the Selectmen. Prohibition of power boats on Lake Cochichewick and consultant fees were discussed. The power boat article was discussed. No commissioner motioned to change the article. Motion by P.Tariot and seconded by A.Manzi to amend the consultant fees article to include a $10, W0 cap. Vote 4-0-1, R.Mansour abstained. Motion by P.Tariot and seconded by A.Brewster to direct the Administrator =o revise the article further to provide more specificity as to when an outside review would be warranted. Vote 4-0-1, R.Mnsour abstained. DECISIONS #400 Winter Street A.Manzi presented the decision to the NACC. Motion by P.Tariot and seconded G.Reich to adopt the decision with $1000 bond for barn. Vote 4-0-1, A.Manzi abstained. P.Tariot no longer in attendance. NACC 4/8/92 Page 2 PUBLIC HEARINGS Stevens Crossing - Notice (cont Steve Stapinski presented revised plans showing a detention pond at Adams Square The construction sequence for the sewer crossing was discussed Discussion of doing the crossing in July/August and to begin on a Monday Motion by A Manzi and seconded by R Mansour to close the public hearing and issue a decision within 21 days Vote 4-0 Lot 42 Lancaster Road - Notice (cont Jim McDowell presented a plan showing a single family home The work is proposed within 25 ' zone A waiver was submitted Pat Seekamp presented the construction sequence and wetland replacement R Doucette has concerns of buffer zone impacts due to the presence of two vernal pools nearby Flag replacement area and look at pools with Wetlands Preservation Inc Motion by R Mansour and seconded by A Brewster to close the public hearing and issue a decision within 21 days Vote 3-0-1 A Manzi abstained Lot 64 Blue Ridge Road (cont ) Jim McDowell presented plans for a single family home Work is proposed in 25 ' zone There is room to move the wall to the 25 ' zone Motion by R Mansour and seconded by A Manzi to close the public hearing and issue a decision within 21 days Vote 3-0-1 A Manzi abstained Paul Tariot has returned to the meeting Blue Ridge Road Extension - Notice (cont Jim McDowell presented plans for the extension of Blue Ridge Road from the Pines Subdivision and the looping of utilities through the Town Forest Pat Seekamp discussed construction impacts and erosion control A construction sequence is needed Discussion of the Planning Board's desire to connect the roadway Abutter, R Brudnick of Blue Ridge Road wants the road to be connected Motion by P Tariot and seconded by R Mansour to close the public hearing and issue a decision within 21 days Vote 5-0 Blue Ridge Road Extension (#242-591) - Modification Jim McDowell requested a modification to widen S Bradford St from 18 ' to 22 ' if the Planning Board approved the plan not to connect Blue Ridge Motion by R Mansour and seconded by A Manzi to grant the modification Vote 4-1 P Tariot against Motion by G Reich and seconded by A Manzi to support the FCDC easement article Vote 4-0-1 P Tariot I NACC 4/8/93 Page 3 Lot 5 110) Laconia Circle - Determination The builder presented plans for a small tennis court 30' from a wetland Motion by A Manzi and seconded by R Mansour to issue a negative determination with erosion controls Vote 4-1 P Tariot against Lot 1 Ingalls St - Determination Scott Giles presented plans for a lot with a depression The owner would _ike to fill the depression Discussion of methodology for determining volume of ILSF Motion by P Tariot and seconded by A Brewster to continue the public hearing to March 21 1993 Lot 1 Liberty Street B Lurvey requested a partial bond release Motion by A Brewster and seconded by P Tariot to issue a partial bond release of $2000 plus interest after a re-inspection of erosion controls by the Administrator Meeting ad]ourned at 10 30 P M George Reich Chairman
