Motion by P Tariot and seconded by A Brewster to approve the
minutes of April 7 1993
NEW BUSINESS
Lot 5 (#2189) Turnpike Street - Compliance
Chester Sullivan appeared to request a compliance He showed an
as-built and pictures of the property showing that the grass has
been stabilized Motion by P Tariot and seconded by A Manzi to
grant a compliance contingent upon an inspection by the
Administrator
#1070 Osgood Street (#242-419) - Discussion
Jim Bourgeois from Neve Associates appeared to familiarize the
Board with this project before it goes to Town Meeting The plan
is to build a two-story restaurant measuring 4 000 sq ft There
will be a warrant at Town Meeting to change this area from
Industrial-2 to Business-2 zoning

Blue Ridge Extension
P Tariot presented the decision Motion by A Brewster and
seconded by A Manzi to issue the decision as amended
Lot 64 Blue Ridge Road
A Brewster presented the decision Motion by R Mansour and
seconded by P Tariot to issue the decision as amended

R Mansour presented the decision Motion by P Tariot and
seconded by A Brewster to issue the decision as amended

P Tariot presented this decision for G Reich Motion by P Tariot

Lot 1 Ingalls Street - Determination (Cont )
Scott Giles represented the applicant A note written by
R Doucette stated that he could not get in touch with DEP
regarding the calculations of rainfall in a 24 hour period for a
100 year storm This was again discussed A Manzi read from the
regulations that when there is a difference of opinion regarding
the extent of water that an opinion should be sought from a
certified by registered or professional engineer supported by
engineering ca_culations as to the probable extent of the water
Lot 29 Lancaster Road - Determination
Scott Giles represented the applicant with a request to install a
swimming pool Construction would go right to the no-
construction line There will be a 3 1 slope just short of the
no-cut line A Manzi asked about back-washing from the pool
Scott stated system is a self-contained non-discharge system
Motion by R Mansour and seconded by P Tariot to issue a negative
determination contingent upon the installation of hay bales
maintenance of the silt fence inspection by the Administrator
Motion by A Manzi and seconded by P Tariot to amend the decision
to include that the filtration system be self-contained non-
discharging system
Lot 18 Carlton Lane - Determination
Homeowner Michael Werner represented himself He proposes to
add a deck and porch to his home A stream and garage on his
property was nct shown on the plan R Milliard suggested that he
have the plan modified by a registered land surveyor or
professional engineer to show the stream Motion by P Tariot and
seconded by A Brewster to empower the site visit team to make a
decision on May 8 1993 upon the receipt of a revised plan
showing the driveway the stream and any resource area
Lot 1 Village Lane - Notice
Ben Osgood Jr presented plans to build a single family home
A Positive Determination of Applicability for this property was
denied a year ago The house has been moved 30 ' from road and
30 ' from the side line The house will be 36 ' from the wetlands
and the deck will be 23 ' from the wetlands Mr Osgood and
Richard Doucette delineated the wetlands last fall Mr Osgood
is planning to have a botanist check the wetland delineation
Hay bales are placed at 15 ' showing the limit of grading Motion
by A Brewster and seconded by A Manzi to continued May 12, 1993
Vote 4-0-1 P Tariot abstained
