HomeMy WebLinkAbout1993-05-12 Conservation Commission Minutes NACC MINUTES MAY 12 1993 PRESENT George Reich Barbara Varoutsos Paul Tarlot John Leeman Alison Brewster Richard Doucette Admin Kevin Foley MINUTES Motion by P Tariot and seconded by A Brewster to adopt the minutes of April 14, 1993 as amended NEW BUSINESS Lot 20 (#67) Sandra Lane - Compliance George Schruender and the homeowner appeared and requested a Certificate of Compliance for Lot 20 Sandra Lane Motion by K Foley and seconded by P Tariot to issue the Certificate of Compliance R Doucette ob]ected No As-built or engineer's certification has been submitted K Foley amended his motion contingent upon R Doucette's inspection and approval Vote 4-0 Lot 17 So Bradford Road (#242-324,324AA) - Compliance Mr Cahill requested a Certificate of Compliance for two subdivision Orcer of Conditions #242-324 and #242-324AA This lot is outside the buffer zone Motion by P Tariot and seconded by A Brewster to issue a Partial Compliance for #242-324AA Motion by P Tariot and seconded by A Brewster to issue a Partial Compliance for #242-324 Both votes 4-0 #940 Great Pond Road - Discussion R Doucette discussed the results of the May 8 site visit Should the Commission correspond with the applicant or wait until the Order of Conditions is issued The Commission preferred to wait until June 2 and will draft an Order of Condition to be issued on that date Coventry Estates Proposals Motion by P Tarlot and seconded by G Reich to move to award the contract to Christiansen & Sergi in the amount of $1800 Vote 3-0-1 A Brewster abstained PUBLIC HEARINGS Lot 1 Old Villgge Lane (#242- ) - Notice (cont ) Paul Tariot abstained Ben Osgood Jr presented a letter from Steve D 'Urso (wetland scientist) regarding the wetland delineation and a revised plan showing a new driveway design R Doucette discussed the delineation There may be one area i NACC 5/12/93 Page 2 where the wetland is larger than shown on the plan G Reich discussed the possibility of a stone wall or fence in the rear of property as is usually done when work is proposed less than 25 ' from a wetland A Brewster discussed the driveway and turn- around Motion by A Brewster and seconded by K Foley to close the public hearing and issue a decision within 21 days Vote 3- 0-1, P Tariot abstained Lot 1 Ingalls Street - Determination (cont R Doucette discussed the methodology for determining the volume of an ILSF The basin is not an ILSF under the Act (see flag B1- 7) Abutter, W Casabecchie, had to redesign his SSDS because the Board of Health said this was a wetland The abutters will be notified of the Notice of Intent and can provide input at that time Motion by P Tariot and seconded by A Brewster to issue a Positive Determination Lot 20 (#18) Johnson Street - Determination Eugene Avrett presented plans for a porch in the buffer zone The work is too close (31 ) from the stream Motion by A Brewster and seconded by K Foley to continue the public hearing to May 19 i Lot 16A Hickory Hill Road - Determination Tom Zahoruiko presented plans for a pool in the buffer zone Motion by P Tariot and seconded by A Brewster to issue a Negative Determination with hay bales and to keep the Conservation Administrator informed during construction Lot 10 Chestnut Street (#242-610) - Amended Order Tom Neve presented revised plans for a single-family home Since this new design is closer to wetlands in some areas, an amended Order of Conditions is being requested 500 s f of BVW to be filled 750 s f of BVW to be replaced Discussion of filling a "finger like projection" of wetland as allowed in the regulations Motion by P Tariot and seconded by K Foley to close the public hearing and issue a decision within 21 days Lot 8 Waverly Road/Halifax Street (#242-653) - Notice Curt Young presented plans for a single family home Discussion of delineation Abutter John Sutton had a question about the sewer line Motion by P Tariot and seconded by K Foley to close the public hearing and issue a decision within 21 days DECISIONS Lot 10 Chestnut Street Motion by P Tariot and seconded by A Brewster to issue the Order of Conditions to accept the plan The foundation drain shall be pulled back 5 ' from the new wetland A wetland replication plan will be submitted prior to construction The bond will be NACC 5/12/93 Page 3 increased by $_ 000 to $5, 000 A letter from a wetland scientist will be required to obtain a Certificate of Compliance Motion by P Tariot and seconded by A Brewster to ad]ourn at 9 55 p m George Reich Chairman
