MINUTES
Motion by P Tariot and seconded by R Milliard to adopt the
minutes of May 12, 1993 as amended
NEW BUSINESS
Lot 20 (167) Sandra Lane (1242-083) - Compliance
R Doucette presented the findings of his site visit Motion by
P Tariot and seconded by R Milliard to issue a Compliance and an
Enforcement Order to create a 5 ' natural buffer along the stream
Motion passed Vote 3-0-3 G Reich, R Mansour and K Foley
abstained
Scott Circle (1242-542) - Nodification
Scott Giles presented plans for a modification Motion by
P Tariot and seconded by R Milliard to issue a Modification
Motion passed Many yards of topsoil are now stockpiled or
ad]acent to a BVW An Enforcement Order was sent to the land
owner Motion by P Tariot and seconded by R Milliard to empower
a site visit to take all necessary action on site

R Doucette gave an overview of the repeated violations at this
site Motion by P Tariot and seconded by R Milliard to empower a
site visit to take all necessary action on site
Lot 30A Laconia Circle (#242-296) - Compliance
Motion by K Foley and seconded by R Milliard to grant the
Compliance Motion by G Reich and seconded by P Tariot to take
no action K Foley withdrew his motion G Reich withdrew the
motion Motion by R Mansour and seconded by K Foley to deny the
request since the Order of Conditions requires a letter from a
Professional Engineer certifying compliance Motion passed

Lot 5 (149) Bridle' Path (1242-17) - Partial Cowliance
Atty Domenic Scalise appeared to request a Partial Compliance
for Lot 5 Bridle Path Motion by P Tariot and seconded by
K Foley to is§ue, a Partial Compliance after inspection by the
Conservation Administrator to ensure that no work has been done
in the buffer zone
ELECTIONS
Motion by R Mansour and seconded by P Tariot to nominate George
Reich as Chairman Motion by G Reich and seconded by P Tariot to
nominate R Milliard as Vice-chairman Motions passed
unanimously
A Brewster offered her resignation but will stay until a new
member is appointed
DECISIONS
Lot 1 Old Village Lane
Motion by K Foley to issue the decision when waiver request is
submitted and DEP number is issued Discussion of tree planting
at buffer zone Discussion of bond amount Motion by R Mansour
and seconded by K Foley to issue the decision and require a $4000
bond The vcte was 3-2-1 R Milliard and G Reich against and
P Tariot abstained

A Brewster presented the decision Motion by P Tariot and
seconded by K Foley to issue the decision
Lot 10 Chestnut Street
Motion by K Foley and seconded by R Milliard to issue the amended
Order of Conditions as written

Eugene Avrett presented revised plans for a porch/deck Motion
by G Reich and seconded by K Foley to issue a Negative
Determination with erosion controls and maintenance of a natural
buffer zone along the stream Vote 5-0-1 P Tariot abstained

Jim Bourgoeis presented revised plans for the Bake 'n Joy Foods
addition This plan shows an earth berm and fence to mediate
noise pollution The applicant requested a continuance Motion
by P Tariot and seconded by A Brewster to continue to June 16
Lot 25 Tanglewood (1242- ) - Notice (Cont 1
Curt Young presented plans for a single family home The
previous Notice of Intent and plan (submitted in March) was
inadequate and new documents were presented Work is proposed
within 10 ' of the BVW and the house is 40 ' away from the BVW A
waiver request was presented grading extends near wetlands to
meet SSDS slope requirements Work is too close to wetlands near
flags A-9 and B-3 where grading is less than 10 ' from the BVW
Motion by R Milliard and seconded by R Mansour to close the
public hearing and issue a decision with 21 days
DECISIONS

Motion by P Tariot and seconded by A Brewster to issue a Denial
for each lot Vote 4-0-2 K Foley and R Mansour abstained
