HomeMy WebLinkAbout1993-06-02 Conservation Commission Minutes NACC MINUTES JUNE 2 1993 PRESENT George Reich Kevin Foley Paul Tariot Robert Mansour Kevin Foley John Leeman, Assoc Member Richard Doucette, Administrator MINUTES Motion by P Tariot and seconded by K Foley to adopt the minutes of May 19 1993 as written OLD BUSINESS Butcher Boy Mr Yameen requested a one year extension Motion by P Tariot and seconded by R Mansour to extend to 7/15/94 Whippoorwill Estates - Modification Mrs Dickerson requested a modification of bonding language Motion by R Mansour and seconded by P Tariot to require a $9 000 for the roadway and $3 000 bond for each house Stevens Crossing (1242-649) - Modification Steve Stapinski presented revised plans for "Form All lots as opposed to a cluster subdivision Seven houses in the buffer zone and two driveways in the buffer zone P Tariot suggested that the driveway be moved for Lot 4 to create a 15 ' setback from the isolated (^awn) wetland Permeable pavement should be used also Motion by P Tariot and seconded by R Mansour to (a) Issue the modification with the above changes (b) Modification of bonding $3 000 for lots 3,4, 8 7 and 8 and $10 000 for sewer crossing (c) Submit final plan revisions prior to issuance of Modification Lot 13 Hickory Hill (#242-474) - Compliance Tom Zahorulko requested a Partial Compliance Motion by K Foley and seconded by R Mansour to issue the Partial Compliance PUBLIC HEARINGS #940 Great Pond Road (#242- ) - Notice Atty Carl Croce provided an overview of the violation and pending criminal action in this NOI Issue to be addressed are- revegetation of altered wetlands and buffer zone - repair to stone wall along causeway - repair rip/rap drainage outlets along Great Pond Road P Tariot stated that the plan submitted is not adequate No wetland delineation is shown nor are the disturbed areas shown NACC 6/2/93 Page 2 Mr Croce stated a new plan is forthcoming R Mansour stated the plan is inadequate no delineation no structures and no stamp R Doucette expressed concerns of continued delays due to inadequate submittals and how the court will receive such a delay Motion by P Tariot and seconded by K Foley to continue the public hearing to June 16, 1993 and to provide the Commission with - wetland delineation - 1"=40 ' scale idealy - stamped plan - structures in buffer zone - recently disturbed areas Brooks School Sewer (4242- ) - Notice No applicant appeared Motion by R Mansour and seconded by K Foley to continue to June 16 1993 Vote 3-0-1 P Tariot abstained Lot 12 Hickory Hill Road - Determination Tom Zahoruiko presented plans for a single family home The subdivision order has expired Motion by R Mansour and seconded by K Foley to issue a negative determination with erosion controls The vote was 3-0-1 P Tariot abstained Riverview Street and Marbleridge Road Water Line - Determination Jim Finnegan of Weston and Sampson presented plans for a water main replacement Discussion of work schedule and erosion controls Motion by G Reich and seconded by P Tariot to issue a Negative Determination with erosion controls #124 Tucker Farm Road - Determination Pool proposed for an existing house Motion by P Tariot and seconded by R Mansour to issue a Negative Determination with erosion controls and the installation of a backwash pit The vote was 3-0-1 K Foley abstained #48 Kieran Road - Determination Mr Doucette proposed filling and regrading in the buffer zone for a lawn Motion by P Tariot and seconded by R Mansour to issue a Negative Determination with erosion controls and no work within 25 ' of the bordering vegetated wetland Lot 3 Anne Road - Determination Scott Giles presented plans for a single family home A new plan was submitted with a new delineation Motion by P Tarlot and seconded by K Foley to issue a Negative Determination with erosion controls upon receipt of a revised plan showing a 501/601 no cut no build zone The plan should also have the SSDS NACC 6/2/93 Page 3 OLD BUSINESS Lot 30A Laconia Circle (#242-296) - Compliance Motion by P Tariot and seconded by R Mansour to deny the request to require the applicant's attendance Vote 1-2-1 P Tariot in favor G Reich and R Mansour opposed K Foley abstained Motion failed Motion by R Mansour and seconded by K Foley to issue the Partial Compliance Vote 3-0-1 P Tariot abstained Coventry Proposals - Reconsideration Motion by G Reich and seconded by K Foley to reconsider the previous vote and award the Coventry Estates engineering contract to Neve Associates in the amount of $795 00 This contract is to be paid out of the seized bond DECISIONS Lot 25 Tanglewood Lane Motion by R Mansour and seconded by P Tariot to issue the decision as written Motion by P Tariot and seconded by K Foley to adaourn at 9 20 P m George Reich Chairman
