HomeMy WebLinkAbout1993-07-21 Conservation Commission Minutes NACC MINUTES JULY 21 1993 PRESENT George Reich Paul Tariot Kevin Foley Robert Mansour John Leeman Robert Leyland Staff MINUTES Motion by P Tariot and seconded by K Foley to adopt the minutes of June 16, 1993 as amended NEW/OLD BUSINESS _Lot 1 Village Way (#242-561) - Compliance Pat Murphy presented a letter from a Registered Land Surveyor not an Engineer No disturbance distance to wetlands, does not conform to modification to OOC Letter from Registered Professional Civil Engineer is required No compliance granted #940 Great Pond Road (#242-656) - Update on violation Fax letter from Atty Deborah Eliason of Kopelman & Paige was read to the Commission #18 Willow Street - Update on violation Town Manager approved legal services for in3unction #40 High Street (#242-563) - Modification Joe Cushing presented modifications to OOC P Tariot concerned with drainage increase Calculations of drainage increase due to modifications will be provided by R Kaminski Motion by G Reich and seconded by K Foley to approve modifications contingent on hydrologic report showing no varying impact Motion by P Tarlot and seconded by K Foley to amend to add monthly monitoring program for contaminants in holding areas Vote 4-0-1 R Mansour abstained Pleasant Street Emergency Certification George Perna appeared to request an Emergency Certification for work at the Hatch Brook on Pleasant St Motion by P Tariot and seconded by K Foley to grant the request Vote 4-0-1 R Mansour abstained PUBLIC HEARINGS Lot 4 South Cross Road (#242-662) - Notice (Cont Motion by P Ta-riot and seconded by K Foley to close the public hearing and issue a decision within 21 days NACC 7/21/93 Page 2 Brooks School Water Line - Determination Steve Chapman presented Motion by P Tariot and seconded by K Foley to issue a Negative Determination with erosion controls NEW/OLD BUSINESS (CONTINUED) Lot 7A Candlestick Road (#242-574) Violation Jim Grifoni represented the project and addressed the violations Continued to the next meeting on August 4 Allowed to work within the house Lot 23A South Bradford St (#242-621) - Compliance No one present no action Lot 28A South Bradford St (#242-623) - Compliance No one present, no action Lot 1 (#19) Holly Ridge (#242-597) - Partial Bond Release No one present no action Bradford & Stevens Sts Water Main Motion by P Tariot and seconded by K Foley to issue a Certificate of Compliance Lot 112 Fuller Road (#242-625) - Compliance Motion by P Tariot and seconded by K Foley to issue a Certificate of Compliance conditioned upon a stamped Registered Professional Civil Engineer's letter Motion by P Tariot and seconded by K Foley to send a letter to Eastern Land survey informing them that they incorrectly certified compliance Lot 2 Salem Street (#242-527) - Compliance Owners were present, Tom Neve not present A letter from an engineer and an as-built is needed The plan shows a detention pond should be on the property Owners stated there was never a detention pond built Motion by R.
