MINUTES
Motion by P Tariot and seconded by K Foley to adopt the minutes
of 8/4/93
OLD BUSINESS
Jasmine Plaza 242-277 - Discussion
Bill Bergeron represented the landowner R Doucette provided an
overview of the ongoing flooding problem B Bergeron presented
his findings and proposed a solution Motion by P Tariot and
seconded by K Foley to issue a new Enforcement Order to direct
work to be done in conformance with June 8 1993 letter and Hayes
Engineering plan and to be completed within 75 days The vote
was unanimous
Lot 2 (#292) Salem Street (#242-527) - Compliance
R Doucette gave an overview of the issues R Fugere abutter to
Olenio pro3ect stated that he would not insist that the
detention basin be installed as no new flooding appeared to be
caused by this pro3ect Motion by K Foley and seconded by
J Leeman to issue a Compliance after planting of the no-cut zone
which was stripped Vote 4-0-1 G Reich abstained
NEW BUSINESS
Woodchuck Grove (#242-475) - Extension
J Willis requested an extension for one year R Doucette asked
if the applicant would be willing to reflag the wetlands since
the delineation is four years old Motion by P Tariot and
seconded by K Foley to grant a one year extension conditional
upon a submittal of a plan showing a re-delineation of the
wetland within the next twelve months
Lot 10 Tucker Farm Road (#242-630) - Compliance
Scott Giles represented the landowner Motion by P Tariot and
seconded by K Foley to grant a Compliance upon a satisfactory
inspection of soil stabilization The motion passed unanimously
Lot 5 Cranberry Lane (#242-596) - Bond Release
Ben Osgood, Jr requested a partial bond reduction The bond
amount is $4, 000 P Tariot reviewed the site and found some soil
stockpiled too close to the wetland but the house is further from

the wetland. Motion by G.Reich and seconded by J. Leeman to
reduce the bond to $3 , 000. Vote 4-0-1, P.Tariot abstained.
Vote: 4-0-1, P-Tariot, abstained.
Blue Ridge Road Extension (1242-6511 - Bond Reallocation &
Reduction
Curt Young requested a partial bond reduction and reallocation.
Motion by P.Tariot and seconded by K. Foley to reduce the bond
from $17 , 000 to $14 , 000; $9, 000 for roadway drainage and $5, 000
for sewer/water crossing. The vote was unanimous.
Lancaster Road (#242-5921 - Partial Bond Release
Curt Young requested a bond reduction. R. Doucette gave an
overview of the project. Motion by P.Tariot and seconded by
J.Leeman to grant a partial bond release of $10, 000. The vote
was unanimous.
So. Bradford Road (#242-5911 - Partial Bond Release
Curt Young requested a bond reduction. R.Doucette gave an
overview of the project. Motion by P.Tariot and seconded by
G.Reich to grant a partial bond reduction of $5, 000. The vote
was unanimous.
PUBLIC HEARINGS
Lots 2.3 , 4 Boxford Street (#242- Notice (Cont. )
Mike Rosati of Marchionda Assoc. presented plans for a common
drive and twc single family homes. Motion by K.Foley and
seconded by P. Tariot to close the public hearing and issue a
decision within 21 days. The motion passed unanimously.
Lot 24A 97anglewood Road (4242- ) - Notice (Re-oD,en)
Patrick Seekamp of Wetlands Preservation submitted revised plans
for a single family home and driveway showing a new wetland
crossing. Motion by P.Tariot and seconded by K.Foley to continue
to 9/1 to review drainage calcs. The vote was unanimous.
Lot 23A Tanglewood Road (#242- - Notice
Patrick Seekamp of Wetland Preservation presented plans for a
single family home and a driveway. Motion by P.Tariot and
seconded by K.Foley continue to 9/1 to review the drainage calcs.
The vote was unanimous.
NEW BUSINESS (CONT. )
Lot 12 Hickory Hill Road (#242-474) - Partial Compliance
Tom Zahoruiko presented an As-Built and letter requesting a
compliance. The grass still needs to thicken. Discussion of
compliances on entire file. Motion by P.Tariot and seconded by

K Foley to grant a compliance upon permanent stabilization of
soils The motion passed unanimously
Lot 29 Lancaster
Paul St Hilaire requested a Partial Compliance from the
subdivision Motion by P Tariot and seconded by K Foley to grant
the Partial Compliance The vote passed unanimously
Lot 25A So Bradford Street (#242-591) - Partial Compliance
Motion by P Tariot and seconded by K Foley to issue a Partial
Compliance The vote was unanimous
DISCUSSION
Greenways Grant
R Doucette presented the Greenway Proposal to the Commission
AMC Grant
Motion by P Tariot and seconded by G Reich to use $150 from the
Commission's line item budget as the last portion of the $600
match
Lot 15 Carriage Chase
R Doucette gave an overview of the issues surrounding this
project which is under litigation K Willner presented revised
plans showing 500 s f of Bordering Vegetated Wetland filling
Discussion of setbacks from wetland The Order of Conditions
required 25' no-disturbance zone and 32 ' no-construction zone
The proposed alternative is less than that G Reich expressed his
opposition to the proposed alternative Discussion of what a "no
disturbance" zone is Mr Willner was not aware that a "no-
disturbance" zone meant no lawn adjacent to the wetland
Discussion of what a "fingerlike projection" is Mr Willner
would like the Commission to lessen its standards on setback in
the watershed Motion by R Mansour to end this discussion The
motion passed unanimously
_Coventry Detention Pond
Motion by P Tariot and seconded by K Foley to seek bids to
construct a new detention pond using the seized bond
Pleasant Street
The Commission agreed to issue a memo to the Selectmen supporting
the closing of a portion of Pleasant Street to protect the Public
Water Supply
Administrative modifications
Discussion of the Administrator accepting Modifications to
approved plans without an official modification by the NACC
8/18/93

Commission. Motion by P.Tariot and seconded by G.Reich to
establish a policy giving the Administrator the power to accept
minor modifications so long as the setbacks (no-cut/no-build) are
no less in the revised plan and the Commission ratifies the
Modification a-t their next meeting.
The motion passed unanimously.
The meeting adjourned at 10:20 P.M.
