HomeMy WebLinkAbout1994-02-02 Conservation Commission Minutes NACC MINUTES FEBRUARY 2, 1994 PRESENT George Reich Kevin Foley Paul Tariot John Leeman Robert Mansour Richard Doucette, Administrator MINUTES Motion by R Mansour and second by J Leeman to adopt the minutes of 1/15/94 NEW BUSINESS MBTA Representative of Amtrak/META presented conceptual plan of a culvert -repair under the railroad track along the Merrimack River behind Borden Chemical Co (off Old Clark Rd ) Discussion of culvert design and possible wetland impacts of increased culvert size The Commission suggested retaining the present flow characteristics OLD BUSINESS North Andover Estates Update R Doucette gave an update of the conditions NEW BUSINESS (CONT ) FY95-99 CIP, Boat Ramp and Land Acquisition - Discussion R Doucette and G Reich gave an overview of the annual report to the Selectmen and the CIP presentation to the Advisory Board Snow Duapinq R Doucette presented the issue of known dumping in the Merrimack River George Perna also spoke J Leeman will look into Charles Co lane. along Charles St DPW will research alternate sites Riverwai s Grant R Doucette presented the Riverways Grant application Donation R Doucette discussed the Hennessey's plight and their interest in donating land to the Conservation Commission Motion by G Reich seconded by K Foley to accept a gift of land along the Shawsheen River from the Hennessey family Landowner will incur all legal expenses Vote 2-1-2, Motion passed K Foley and G Reich voted yes, P Tariot voted no, and R Mansour and J Leeman abstained NACC 2/2/94 Page 2 PUBLIC HEARINGS #1600 Osgood Street (#242- ) - Notice Les Godin represented the landowner, Bert Iannazzo who was also present As was discussed at the last meeting, the landowner performed landscaping and other work without permits One small portion of the wetlands have been filled and needs to be restored Discussion of the possibility of a no-disturbance zone along the wetlands as part of the OOC Motion by P Tariot and second by J Leeman to close the public hearing and issue a decision within 21 days Motion passed Lot 20A Laconia Circle (#242- ) - Notice Motion by P Tariot and second by J Leeman to continue to the 2/16 meeting at the request of the applicant Motion passed Lots 61/108 Great Pond Road (#242- ) - Notice Motion by P Tariot and second by J Leeman to continue to the 2/16 meeting at the request of the applicant Motion passed NEW BUSINESS (CONT ) Board of Health Variances Discussion Motion by P Tariot and second by R Mansour that in the event the Board of Health grants any of the three extreme variances now before them, the NACC will petition the Selectmen to sue the Board of Health Vote 4-0-1 J Leeman abstained DECISIONS #1600 Great Pond Road Motion by P Tariot and second by J Leeman to issue the decision as written Vote unanimous The meeting adjourned at 8 20 p m George Reich Chairman
