HomeMy WebLinkAbout1994-04-20 Conservation Commission Minutes NACC MINUTES APRIL 20 1994 PRESENT George Reich Kevin Foley Joseph Lynch Paul Tariot Barbara Varoutsos Deborah Feltovic Richard Doucette, Administrator MINUTES Motion by P Tariot and second by K Foley to adopt the minutes of April 13, 1994 OLD BUSINESS G Reich welcomed new members Barbara Varoutsos and Joe Lynch #940 Great Pond Road - Disc of Criminal Complaint Motion by P Tariot and second by K Foley to withdraw application for criminal complaint Vote 3-0-1, J Lynch abstained NEW BUSINESS Lot 10 Wintergreen (#242-571) - Compliance Motion by P Tarlot and second by K Foley to grant the Compliance Vote 4-0 Scott Circle #242-542) - Bond Reduction Cheryl Dickerson requested a partial bond release Motion by K Foley and second by P Tariot to release $1 000 $1 000 for Lot 2 and $1, 000 for roadway Vote 4-0-1 J Lynch abstained #80 Campbell Road - Violation Dave Hope appeared and discussed two wetland violations Portion of two bordering vegetated wetlands around two ponds were cleared One portion was turned into lawn Discussion of a request for a NOI Motion by P Tariot and second by J Lynch to require a NOI Vote 4-0 #182 South Bradford Street - Violations R Doucette discussed a violation on #182 So Bradford St The homeowner was pumping out a vernal pool which appears to be part of a borderinc vegetated wetland R Doucette left a note in the mailbox and unplugged the pump No response from the homeowner B Varoutsos now in attendance Foxwood - Violation R Doucette provided an update Silt was discovered in the wetland today Motion by P Tariot and second by B Varoutsos to issue a ticket Vote 3-2 J Lynch and K Foley opposed NACC 4/20/92 Page 2 OLD BUSINESS (CONT Town Meetinct - Disc of Personnel Bylaw Budget, Filing Fees Article 9- Discussion regarding Open Space acquisition and boat ramp Motion by G Reich and second by K Foley to support Article #56 Vote 5-0 Article 14- Personnel Bylaw discussion Motion by G Reich and second by K Foley to propose an amendment at Town Meeting, increasing the grade of the Conservation Administrator to 5-19 Vote 5-0 Article 27- Roadway acceptances R Doucette needs to look at Bear Hill Kittredge Patton Lane Discussion Article 53- Discussion Article 54- Discussion Article 56- Discussion Elections Motion by G Reich and second by P Tariot to elect K Foley as Vice-Chairman Vote unanimous PUBLIC BEARINGS Lot IA Sharpners Pond Road - RDA (Cont I Continued to 5/11/94 #232 Candlestick Road - RDA Jason Ward presented plans for a pool on an existing lot G Reich questioned extent of grading R Doucette questioned 25 ' no-disturbance zone Motion by K Foley and second by P Tariot to issue a Negative Determination with erosion controls 25 ' from the wetland (to be determined by Conservation Administrator) Vote unanimous Forest St /Sharnners Pond Road (#242- ) - Notice (Cont Chris White presented revised plans for seven single family homes with driveways near vernal pools Discussion of culverts vernal pools and National Heritage Program R Doucette suggested pulling grading back from two houses Abutters Suzanne Porter discussed installing culverts by hand and questioned septic system impacts and site geology Henry Fink and R Rothstein questioned wells The following plan revisions were requested tighten-up grading on two houses and grading along driveways near pools if possible Motion by P Tariot and second by K Foley to continue to 5/11 Vote 4-0-1, B Varoutsos abstained NACC 4/20/94 Page 3 Lot_ 27 Christmas Tree Estates (#242- ) - Notice Phil Christiansen presented plans for a five lot subdivision with a detention pond in the buffer zone Conservation Commission requested -confirm wetland delineation -2/1 slope in detention pond -circuitous route from inlet of pond to outlet -detail of outlet Motion by P Tariot and second by J Lynch to close the public hearing and issue a decision within 21 days Vote unanimous Seven Oaks Subdivision (#242- ) - Notice Phil Christiansen presented plans for a four lot subdivision The drainage is directed into an infiltration system not a standard detention pond R Doucette stated that the house on Lot 6 is too close to flag Y-11 Commission suggested pulling grading at least 15 ' back from Z-27 add more erosion controls uphill of grading too close to flags Y-14 thru Y-10 Motion by P Tariot and second by K Foley to continue to May 11 Vote unanimous White Basch II Detention Pond 1#242- ) - Notice Phil Christiansen discussed the detention pond Revised plan to show changes suggested to detention basin Motion by P Tariot and second by K Foley to close the public hearing and issue a decision within 21 days Vote unanimous DECISIONS The following are being drafted for 5/11 Lot 27 Christmas Tree Estates - G Reich White Birch II - K Foley Forest/Sharpness- P Tariot OTHER Discussion of Long Pasture, litigation and vernal pools The meeting ad ourned at 10 00 p m George Reich Chairman
