Andover Sportsmans Club - update on violation
R Doucette gave an update on the violation A $200 ticket was
issued last Friday No response yet
Gulf of Maine Research Inc
Joseph Orzill , Gulf of Main Research Inc introduced himself and
discussed a delineation workshop they are putting together Gulf
of Maine specializes in 21E and wetlands work
MINUTES
Motion by K Foley and seconded by D Feltovic to adopt the minutes
of 7/20/94 Vote unanimous

Butcher. Boy (242-504) - Extension
Motion by G Reich and seconded by K Foley to issue a one-year
extension Vote unanimous
NEW BUSINESS
Lot 28B Sugarcane Lane (242-645) - Compliance
Bob Janusz submitted an As-Built Plan and a letter from a
Professional Engineer with a request for a Compliance Motion by
K Foley and seconded by D Feltovic to issue the Compliance after
a final inspection by R Doucette Vote unanimous
Lot 64 Johnnycake (242-115) - Partial Compliance
R Doucette gave an overview This lot has both a subdivision
file and an individual filing There is a Compliance on the
individual file Motion by K Foley and seconded by D Feltovic to
grant the Compliance from Town Bylaw for the subdivision file
(DEP ' s superceding OOC under the Act remains in effect
Applicant must seek a Partial Compliance from DEP under the Act )

Lot 46 Bridges (242-140) - Partial Compliance
R Doucette stated that this OOC does not apply to Lot 64 Motion
by D Feltovic and seconded by K Foley to grant the Compliance

R Doucette recommended granting a Partial Compliance from the
subdivision OOC Motion by D Feltovic and seconded by K Foley to
grant the Partial Compliance Vote unanimous
Osco Drug (242-695) - Modification/Discussion
T Kennedy presented revised plan for roof design Discussion of
Condition #17 and #15
Condition #17- Discussion of roof change and impact on drainage
The applicant must submit analysis from a Registered Professional
Engineer ind_cating impact of roof redesign on drainage
calculations
Condition #15- Discussion of dumpster location The dumpster
should be placed at least 50 ' from the wetland The NACC will
not remove this condition

and seconded by K Foley to issue a Negative Determination with

Jim Bourgeois presented revised plans dated 7/28/94 These show
201/251 no-disturbance/no-construction zones Atty Lavoie
represented abetters and spoke Abutter J Sheridan expressed
concerns about wetlands and privacy Motion by K Foley and
seconded by D ,eltovic to close the public hearing and issue the
decision within 21 days Vote unanimous
Meadowood III 1242-700) Subdivision (Cont to 8/3)
Tom Laudani and Steve Stapinski presented conceptual plans for
Meadowood III to incorporate new wetland delineation R Doucette
questioned 25 ' house setback or work setback Lot 24 is too
close Ste% e Stapinski stated 20/25 no-disturbance/no-
construction zones will be maintained R Doucette stated he
would recommend 25 ' no-disturbance zone Motion by K Foley and
seconded by D Feltovic to continue to August 17

Steve Stapinski and Tom Laudani submitted revised plans dated
7/28/94 showing additional infiltration basins/trenches to
mitigate water quality impacts Also, house locations are
slightly different Sleeve detail also shown R Doucette
recommended continuing the public hearing to 8/17 to review new
material T Laudani asked to close the public hearing now
Discussion of extent of lawns R Doucette recommended showing
lawn area on plan and re-submit Motion by K Foley and seconded
by D Feltovic to continue the public hearing to 8/17 Vote
unanimous
Lot 1 Ingalls Street (242- ) - new home
Scott Giles presented plans for a single family home Floodplain
issue needs to be resolved S Giles requested the meeting be
continued to 8/17 Motion by K Foley and seconded by D Feltovic
to continue to 8/17 Vote unanimous
