MINUTES
Motion by K Foley and seconded by R Mansour to accept the minutes
of July 20 1994
OLD BUSINESS
Andover Sportsmans Club - update on violation
Ralph Block and Arthur Kelley of Andover Sportsmans Club appeared
to respond to the ticket and Enforcement Order
Table until consultant to appear later this evening
Lot 5 Sullivan (242- ) - P Compliance
Jim Grifoni appeared and requested a compliance R Doucette
indicated that the site is still not in compliance Metal debris
and stumps still remain along the edge of fill
North Andover Estates (242-585) - Bond reduction
Ernie Gralia requested a bond reduction from $30 000 to $10 000
R Doucette sae condition #49 Motion by K Foley and seconded
by D Feltovic to reduce the bond by $20 000 upon final inspection
and a letter from a wetland scientist certifying Compliance with
the OOC Vote unanimous
NEW BUSINESS
Mazurenko Farm - Boy Scouts Troop 81
Alex Moody appeared and requested permission to camp at Mazurenko
Farm in September Motion by K foley and seconded by D Feltovic
to grant permission with the conditions that he speak to the Fire
Chief and ca_1 the NACC with a final date for help with
digging/locating the latrine
#100 Campbell 7Zoad - Violation
The Shorters appeared in response to R Doucette' s letter
Filling and landscaping had occurred in the back yard Logs had
been dumped in the wetland Recommendedt the installation of
erosion controls and removal of logs within 10 days Issuance of
Enforcement Order
Lot 38 Lancaster Road (242-680) - Modification
Scott Giles requested a Modification to move the driveway to the
other side of the house Motion by K Foley and seconded by
D Feltovic to grant the Modification Vote unanimous

Send ACEC information Commission members Discussion of sending
letter to Board of Selectmen R Doucette will draft a letter for
G Reich's signature Put on next NACC agenda
Lots 2 .3.4 Boxford Street (242-663) - Compliance
Mike Rosati appeared and requested a Compliance As-Builts were
submitted R Doucette indicated there was a lack of stability
near the culvert and recommended issuance of a Compliance after
final stabilization Motion by K Foley and seconded by R Mansour
to issue a Compliance pending final stabilization Vote
unanimous
Andover Sportsmans Club
Norse Environmental Service submitted a Notice of Intent to
restore the filled wetlands Filing will be made tomorrow along
with fee
Lot 3 Shannon Lane (242-279) - Extension
Dave Zaloga requested an extension Site needs stabilization of
driveway and repaired erosion controls Motion by K Foley and
seconded by J Lynch to grant an extension to 12/31 pending repair
of erosion controls Vote unanimous
PUBLIC HEARINGS
Lot 8 Hillside Road - House (To be continued to 9/7)
Applicant requested a continuance Motion by G Reich and
seconded by K Foley to continue to September 7 Vote unanimous

Addition to house Motion by G Reich and seconded by J Lynch to
issue a Negative Determination Vote unanimous

No show, no action
Meadowood III (242-700) Subdivision (Cont 8/17)
Steve Stapinski submitted revised plans dated 8/3/94 This
pro3ect does not meet the 25 ' no-disturbance zone There is a
small increase in the rate of runoff (post-development) during
the 100 year storm Discussion of proposed wetland crossing A
separate NOI will be filed for that Six lots
(16, 17, 18 25 26 27) encroach on the 25 ' no-disturbance zone (as
close as 51 ) Meadowood I had a 22 ' no-disturbance zone on a few
houses Runoff discussion R Doucette recommended not approving
any pro3ect with such limited no-disturbance zones Extensive
discussion of setbacks Motion by K Foley and seconded by
B Varoutsos to continue to September 7 Vote unanimous

R Doucette recommended closing the public hearing Motion by
K Foley and seconded by J Lynch to close the public hearing and
issue a decision within 21 days Vote unanimous

Scott Giles submitted revised plans showing compensatory BLSF
Discussion of drainage issues Motion by K Foley and seconded by
D Feltovic to close the public hearing and issue a decision
within 21 days Vote unanimous
Salem Forest IV
J Serwatka submitted plans for a seven lot subdivision with two
wetland crossings The second crossing is not a limited pro)ect
Abutter W Soule spoke J Lynch stated there was no waiver to
25/50 submitted R Doucette stated the fee calculation worksheet
was inaccurate, each crossing should be $725 No abutter
notification submitted G Reich stated drainage calcs were not
submitted (or at least not placed in the file) Motion by
R Mansour and seconded by J Lynch to close the public hearing and
issue a decision within 21 days Vote unanimous
