Manzi Jr., Chairman, John T. Mabon, Vice Chairman and Marissa Valentino Members Absent: Bradley S. Mustain Staff Members Present: Amy Maxner, Conservation Administrator and Alexyss Langevin, Conservation Field Inspector and Planner Meeting came to Order at: 7:00 p.m. Quorum Present. Pledge of Allegiance At 7:01 p.m., a motion was made by Mr. White and seconded by Mr. Mabon to enter Executive Session in accordance with M.G.L. c. 30A, §21(a)(3) to discuss strategy with respect to litigation regarding 40 Flagship Drive. The Executive Session concluded at approximately 8:15 p.m., and the meeting resumed in open session. Chair Albert Manzi Jr. will onl Newly Revised 12th ed., §4:56 Acceptance of Minutes A motion to accept the minutes of June 11, 2025, as drafted was made by Mr. Mabon, seconded by Ms. Valentino. Vote 5-0, Unanimous. Certificate of Compliance 242-1780, 1230 Salem Street (Grasso) The Administrator stated that the February 2020 Order of Conditions governed construction of a new single- family house, walkways, rear deck, driveway with a stone infiltration trench, septic system, grading, landscaping, and lawn. A December 2020 amendment added an in-ground pool, retaining wall, patio, pool shed, and sunroom, and replaced the rear deck with a patio. The limit of work was unchanged, and all work stayed at least 50 ft from the BVW. According to the as- retaining wall, and pool patio were never built; the central island of the circular driveway was omitted; the tion drain and sump were installed in place of the 4-in. PVC drain; and gutters now drain to grade, with only one in the outer Buffer Zone. Wetland markers are . Erich Nitzsche, the design engineer and Jonathan Grasso were present. A motion to issue a full and final Certificate of Compliance was made by Mr. McDonough, seconded by Mr. Mabon. Vote 5-0, Unanimous. Documents 1230 Salem As-Built Plan 6-18-25, Approved Plan - REVISED 12-1-20, CofC Req. Materials Request for Determination of Applicability 325 Abbott Street (Vorrasi) for a rear - footings, with the closest footing 91 feet from the wetland. A mini-excavator will dig the footings in one day; all other construction will be done by hand. In re crushed stone infiltration trench on the southeast edge of the new roof. The opposite side of the roof will have ed by an 8-inch bark mulch sock around the work area. Materials and dumpsters will be staged in the driveway, and access to the site will be from the southeast corner of the house. One small ornamental tree outside the 100-foot Buffer Zone will be removed for access. The Administrator recommends closing the hearing and issuing a Negative #3 Determination with conditions for pre- and post-construction meetings. Mr. Manzi clarified that the previous denial was based on the type of application submitted, not the merits of the project. Mr. Mabon asked if the site is flat. The Administrator responded that the area slopes slightly from the driveway and then levels out. Thomas Vorrasi, the homeowner, and his contractor were present. Mr. Bonhenek noted that he would have approved the request as a Small Project. A motion to close the hearing and issue a Negative Determination #3, with conditions as recommended was made by Mr. McDonough and seconded by Mr. White. Vote 5-0, Unanimous. The peer review was just received, and response materials were submitted today. A motion to continue to July 09, 2025, was made by Mr. McDonough, seconded by Mr. Mabon. Vote 5-0, Unanimous.
