Dear Ms. Enright and Planning Board Members,
The letter is intended to satisfy Condition#31 of the Watershed Special Permit and Condition
#31 of the Site Plan Review Special Permit for the Brooks School Campus Improvements
project, specific to the New Admissions Building portion of the project. The Planning Board
decisions were dated September 15, 2020.
A. T. Leonard &Associates was responsible for the building siting, site grading, site lighting,
walkways and patio, and landscaping portions of the project design. Upon review of the New
Admissions Building project during construction and upon completion of these project
components, we have found that these portions of the project substantially complied with the
approved project plans.

Dear Ms. Enright and Planning Board Members:
This letter is intended to satisfy Condition #31 of the Watershed Special Permit and Condition #3 1
of the Site Plan Review Permit for the Brooks School Campus Improvements project, specific to
the New Admissions Building portion of the project. The Planning Board decisions were dated
September 15, 2020.
Whitman & Bingham Associates (WBA) was responsible for the stormwater, sewer and water
systems portion of the project design. Upon review of the New Admissions building project
during construction and upon construction completion of these components, we have found that
these portions of the project substantially complied with the approved project plans.
Additionally, WBA has inspected the exterior stormwater system structures that were installed as
part of the Admissions project. There were no illicit connections found in any of the project
stormwater structures.

ARC/Architectural Resources Cambridge (ARC)was responsible for the building
portion uf the project design. After regular observation of the New Admissions
Building during construction and upon review of the completed construction of
the building, we have found that the building portion of the project complies
substantially with the approved project plans.

This Letter of Agreement is between the the above named Independent Monitor and the North Andover Planning
Board for monitoring services to be provided at the above mentioned Project Address and in accordance with
the conditions and restrictions stated by the Planning Board in it's Decision dated q - 15-;0 X o , a
copy of that Decision has been provided to the Independent Monitor. ?G (Initials of Independent
Monitor) By initialing, the Independent Monitor acknowledges receipt of the Decision and an understanding of
the conditions/restrictions set by the North Andover Planning Board.
The Independent Monitor also acknowledges and agrees that he/she is providing monitoring services for the
benefit of the Town of North Andover and is not the project owner or applicant, ' or
personal interest in the project. Further, the Independent Monitor understands that she/he may not act as the
�G partner, employee or joint-venturer on this project.
The Independent Monitor agrees to immediately report to the North Andover Planning Board, via the Town
Planner, any violations of the terms of the Decision listed above, as soon as observed or otherwise become
known to the Independent Monitor.This report is in addition to regularly scheduled monitoring reports.
The Independent Monitor understands that the failure to perform under this Letter of Agreement, to the
reasonable satisfaction of the North Andover Planning Board, will be grounds for said Independent Monitor to be
excluded in this role for any future projects which are within the jurisdiction of the North Andover Planning Board.
