Dear Mr. Zaloga: Prior to the Conservation Commission's acceptance of the Open Space, the Open Space Committee requests that the following be completed: 1. The dedicated open space shall be marked in the field with an applicable number of permanent markers including but not limited to pipes and/or stakes labeled accordingly. 2. All access points shall be marked with a sign stating"North Andover Protected Open Space." The North Andover Conservation Commission (NACC) has adopted a specific sign, please contact the Conservation Administrator for details. 3. All debris,including but not limited to tires, trash, and barbed wire, shall be removed from the dedicated open space and disposed of off- site in an acceptable manner. 4. Where applicable, existing and/or recently constructed trails shall be cleared and marked in accordance with the requirements of the North Andover Trails Committee (NATC). An"as-built" plan of the designated open space at a scale acceptable to the NAOSC and Planning Board shall be submitted with a clear depiction of the following features: ➢ Property Lines; ➢ Open Space Markers; ➢ Wetland resource areas; ➢ Topography at 2' intervals, and; ➢ trails w/ access points. Upon completion of these above referenced tasks please schedule a.site visit with a representative of the NAOSC. The Planning Board will require a favorable recommendation from this group within 21 days from the date of this site visit prior to agreeing to accept the dedicated open space parcel. Your anticipated cooperation is appreciated. Dear Phil: have read your comments outlined in a letter to Kathleen Colwell, Town Planner, dated April 17, 1998 and I offer the following comments: 1. The Order of Conditions issued by the North Andover Conservation Commission (NACC) in 1996 specifically approves a "bottomless box culvert". I am in agreement with your findings that the current footing design is insufficient and lacking in detail to be constructed safely and in accordance with the permit. Therefore, I would suggest that you coordinate with the Department of Public Works and agree to a typical 4 x 8 culvert design with an appropriate amount of fill to be placed as substrate which in effect will mimic the existing stream bottom. The final design should not result in greater wetland alteration than that amount previously approved (approximately 4,550 sf of BVW/20' of intermittent stream bank/ and 1 ,975 sf of lower floodplain habitat) nor should the post development runoff rates differ significantly from pre-development. 2. As agreed, the details) on page 5 of the approved plans are inconsistent with the plan views specific to the retaining wall and roadway widths. Upon completion of your final design please submit appropriate details which accurately depict the proposed plan view.
