In order to eliminate any confusion, the name Jerad Place is not necessary. The road is a continuation of Candlestick Road and should be so named. 2 . Hydrants should be located every 500 ' at a spacing from the last hydrant on the present Candlestick. 3 . An additional hydrant should be located at the new Cul-de-Sac until the continuation of the street is made. 4. Permanent house numbers shall be posted on dwellings prior to occupancy. 5 . No open burning is to be permitted except during open burning season under fire department regulations. 6. All builders must comply with the fire department underground fuel storage regulations . 7 . Prior to taking occupancy, the subdivision streets shall provide adequate access to each residence by having had the binder coat applied. 8 . As a matter of public safety to the future residents of these dwellings and to decrease any possible liability to the town, I urge the planning board to require that no temporary occup- ancy permits be allowed. DC"LA f "rel. u 3 '"1 Chief of Department To: No. Andover Planning Board From: Fire Chief Dolan Re: Environmental Impact Statements ' Date: December 18, 1985 In reviewing plans and reading the accompanying environmental impact statements, I have noted a consistent practice be persons submitting the information with regard to how a proposed sub- division will affect the town and town services . It appears common practice that the statements confine themselves to the subdivision being presented that they do not give a true picture of the impact for an area. For example, if a person submits a small six lot subdivision and states that these six houses will have minimal impact on the town, he is correct. But if that six lot subdivision is in an ,area where there are other subdivisions, the six lots combined with the other subdivisions should be taken into consideration. It is particularly interesting to me when an individual who presents the statements for several subdivisions in the same genral geo- graphic area chooses a "tunnel vision" approach to the particular subdivision he is presenting to your board, without regard for the other subdivisions. To sum it up, although the environmental statements are being given, I do not believe they are as useful as they could be. The devel- oper or person representing the developer should provide a view of not only his individual project in an area but the relationship of that project with others in an area and the individual and the combined affects these projects have on an area both positive and negative. Place off Boxford Street. , The Planning Board would specifically like you to elaborate on the Statement of Environmental Impact regarding Town Services, items one through seven; and General Impact. We would like the impact statement to be broader in scope beyond the subject area rather than confining the impact statement to the subdivision in question. The Board requests that you submit further detailed information on its' combined impact on the surrounding area and the Town as a whole, both positive and negative. The issue of further extension of this roadway should be discussed as well. The water main on Candlestick Road shall be 8" class 52 ductile iron water pipe, installed 10 feet left of the centerline of the road with 5 feet of cover below the finish grade of the street from the terminus of the existing water main to station 12 + 50� 2. Any 8" gate valve shall be installed at station 1.2 + 40. 3. Eddy breakfl,ange hydrants to North Andover specifi.- cations are to be installed at station 4 + 70, 9 + 50 and 12 + 50. 4. All hydrant branches shall be provided with six inch Mueller or equal gate valves (open left) . 5. All gate valves shall comply with AWWA specifications L500 52T and will be supplied with a 100 lb. sliding type gate box marked "WATER. " 6 . All water mains shall, pass leakage and pressure tests performed in accordance with section 13 of the AWWA standard C600 and shall be chlorinated in accordance with AWWA C601 "Standard Procedure for DIsinfecting Water Mains .
