Thrz -j!-.)licant requests a waiver from your Rules and Regulations, particularly Section IV, A. 4 (a) . The road as designed shall temporarily end in a cul-de-sac of 1250 feet in length. Provisions for future extension Westerly towards Forest Street have been made. It is the intension of the owner to present a future Subdivision submittal which shows Candlestick Road connecting to Forest Street. A. Plan Information 1. Present and proposed topogrophy are shown at a two foot contour interval . A graphic drainage configuration is shown on Sheet H-1 attached with an associated Hydrologic Report. 2. The site is completely moderately wooded with little underbrush. The surface of the ground is sloping from west to east down to the watershed of Mosquito Brook. There are no outstanding tree groupings on the site which should be preserved. The wetland associated with Mosquito Brook is significant and does contain botanical features and wildlife habitat potential which should be protected during construction. 3. Most of the soil in the area being subdivided has been observed by digging several deep holes to identify soil structure and seasonal high water table. See test pits attached. 4. Soil types and Hydrologic Soil Groups are shown on Sheet H-1 . B. Physical Environment The general characteristic of the site is rural . The abutting land to the East and South is underveloped. The land to the Northwest along Forest Street contains single family homes with frontage on Forest Street. To the North is Canlestick Road, a development of single family homes entering from Salem St. The site is physically comprised of gentle sloping land to a steep bank leading down to the wetlands associated with Mosquito Brook. The upland is a very suitable candidate for single family development. C. Surface, Water and Soils 1. There are wetlands to the east and south of the proposed development. The rear of lots 1 through 8 contain wetlands which will not be disturbed for the construction of the dwellings. The wetland on lot #7 shall be used as a Detention Basin to control the peak rate of runoff leaving the site. The surface runoff characteristics are shown on Sheet H-1 . The wetlands shown will be the receiving bodies for pre and post development runoff. With the use of the Detention Basin there will be no increase in the peak rate of runoff leaving the site. 2. During the construction the developer will install a row of staked hay bales in the location as shown on Sheet E-1 to control sedimentation and erosion from entering the wetlands. A triple row of staked hay bales backed up by a filter fabric fence shall be installed perpendicular to the inlet outfill of the Detention Basin as shown. This system shall be maintained throughout the duration of construction. As a secondary provision to control sediments from entering the significant wetlands associated with Mosquito Brook an inverted elbow shall be installed at the inlet of the outlet pipe leaving the Basin. This elbow shall be made of 12" diameter corroguted metal pipe with 4 one inch diameter holes drilled at elevation 126 and 127 respectively with a baffled top at elevation equal to 127.50. (See detail in Hydrology Report) . Statement of Enviromental Impact Page 2 3. The detention basin has been designed to detain the increase in the rate of runoff during a 10 year and 100 year, type II, storm event. The basin shall be a permanent mitigation device. The basin should not require regular annual maintenance since we do not anticipate the post development sedimentation to be of significant volume. After several years however the basin will require a surface cleaning. The proposed grading is shown on sheet 3 in order to construct the roadway and appurtenances. Approximately 50% of the lot areas will be disturbed to construct the homes, drives and install proper landscaping features. No large cuts or fills are required to develope the site. No waivers for the construction of the road- way is required. ie. slope, grade 4. Sewage Disposal shall be provided by conventional subsurface means. Each dwelling shall have its own septic system. Each system shall be designed in strict accordance with the State Environmental Code (Title V) and the local Board of Health Regulations. No system shall have an impact on any surface water, soils, or vegetation existing on the site. D. Subsurface Conditions The soils on the site are considered well drained. (See Soil portion of Hydrology Report) . The ground where tested was comprised of sandy soils. Groundwater will not pose a limitation during construction. Since all sewage disposal systems will be designed in strict accordance with the health regulations, they will have a slight impact on the quality of subsurface water. E. Town Services Candlestick Road extension shall be about 1250 feet and will access and egress onto Candlestick Road on to Salem Street to the North of the site. Salem Street is a secondary road with large traffic volume capacities. We propose 14 additional lots which will generate 168 vechicle trips per day. This quantity will pose no impact on Candlestick Road or Salem Street. The road will have town water and tarn drainage. Water will temporily dead end until Candlestick Road is connected onto Forest Street. Drainage all flows to a Detentiion Basin. The drainage system is typical of Town roads, and will be maintained by the Highway Department. The subdivision will impact the DPW and Highway Department work load and main- tenance requirements. There is no unusual service or maintenance problems associated with the proposed new roadway. The subdivision has the potential of generating 28 children which primarily will attend public schools. No indication was made by the School officials whether this number will pose a significant problem to the school system. General Impact We feel that this subdivision has been intellegently designed. Provisions for future extension to Forest Street have been made by a previous "Form A" plan. The wetlands on the property have been protected by this design and by the use Statement of Enviromental Impact Page 3 of a "frontage acception lot" . The development has been designed to have no increase in the peak rate of runoff leaving the site, post development. The soils are suitable for disposal of sanitary wastes and all dwellings will be served by Town water. CONSTRUCTION SCHEDULE The developer anticipates the subdivision to be constructed within 24 months. Month 1. Clear and grub roadway, rough grade. Month 2-7. Install all utilities, bring road up to sugrrade. Month 8-9. Gravel roadway and install binder coat, rough grade and install sideslopes. Month 2-24. Clear lots, construct dwellings. Month 20-24. Finish landscape all portions of the roadway and sideslopes, install finish pavement, install road monuments. Nelson, Town Planner RE: Jerad Place Subdivision Dear Karen: Persuant to the public hearing held on this Subdivision and responding to your letter dated January 14, 1986, please find herewith and attached the additional information you have requested for the Board. I am happy to answer your items in the following order: Item #3. "Proposed development beyond Jerad Place." Our subdivision as planned and submitted is "Phase 1" and will contain 14 single family residential houselots. Please find attached a plan showing a "conceptual" scematic subdivision of the remainder of the Janusz Parcel . In total we expect to create a maximum of 43 houselots. (ie. 29 more lots in the future) . Item #4. "Time frame for each proposed development." Phase I shall commence immediately following subdivision approval and Conservation Commission approval ; probably April 1986. No engineering work has been performed on Phase II to date but it isconceivable that Mr. Janusz may "Engineer" Phase II in 1986 if the construction and primary building of Phase I occurs in 1986. If not it may be a 1987 project. A con- struction schedule of 24 months is expected for Phase I. Item #5. "Road extension to Forest Street/or any proposed cul-de-sacs." As you may note by the scematic design Candlestick Road may intersect with Jerad Place Road which will exit onto Forest Street. Jerad Place Road may be a cul-de-sac as shown with a length of about 800 feet. A road named Sugarcane Lane may exit from Jerad Place Road as shown and shall be a cul-de-sac about 640 feet in length. I have been in receipt of a letter from your Chairman Michael Roberts for the Planning Board, dated December 24, 1985 and a letter from your Fire Chief William V. Dolan dated December 16, 1985. Both letters reflected on the issue that most subdivisions presented to the Town contain reports which deal with the specific aspects of the subdivision. Said reports primarily do not in- clude any potential for future development on the parent parcel nor do they include impact which will be compounded by the combination of-other--adjacent . developments. We appreciate you Board's concern on this issue -and offer the following for your review. Attached please find copies of a plan prepared by this office entitled "Priliminary Subdivision Sketch of land in North Andover, MA, owner Robert Janusz, dated January 20, 1986, showing Phase I and Phase II of the development of the Janusz Parcel. Phase I includes wetlands which are subject to an Order of Conditions to be issued by the Conservation Commission on Wednesday, January 29, 1986. Phase II includes wetlands which must be crossed in ct least 2 locations. Any work will be consistant to the allowable activities according to the Wetlands Act, Ch. 131 Sec. 40. We hope to build Jerad Place Road and Sugarcane Lane which may service'29 additional lots. Both phase of the subdivision will be serviced by Town water, to be extended from Candlestick Road. This water main will also be extended onto Forest Street in Phase II . Forest Street is unserviced presently by town water. Drainage will be constructed throughout the development. Storm storage of runoff waters (detention areas) will be created in and near the existing low lying areas of the existing wetlands on the site. No connection into Town drainage systems shall be required. Candlestick Road, although a temporary cul-de-sac in Phase I will be continued via Jerad Place Road onto Forest Street. This connection will serve as an intergral link between Boxford St. and Forest St. All utilities may be "looped" by this future connection. Jerad Place Road and Sugarcane Lane will be cul-de- sacs but not contrary to Board policy. Because of the proximity of wetlands the drainagesystem will be quite simple and will not require special maintenance. Once Jerad Place Road connects onto Forest Street, the temporary burden for fire and Police protection will be eliminated since this subdivision will be served from two access/egress points. Item #2. "Traffic Impact-both residential and construction traffic." Presently the applicant proposes to construct Phase I. All traffic, both residential and construction shall use Candlestick Road. The new Candlestick Road will contain 14 lots, 14 residences. During con- struction all traffic will enter and exit this phase onto Candlestick Road then onto Boxford Street. No provisions are available to provide access from Forest Street into Phase I. January 27, 1986 Planning Board - Page 3 - When Phase II is constructed, however, construction traffic can be directed onto Forest Street, if desired by the Board. We see no reason why Candlestick Road should be prohibited from construction traffic in either Phase. Con- struction traffic will occur during the hours of 7:00 AM and 4:30 PM. Early morning and late afternoon to evening hours are the peak periods when re- sidential traffic will occur. Phase I will not cause a traffic burden onto Candlestick Road or Boxford Street, - Phase II will complete a desireable connection ontoForest -Street. --This-conection will provide an additional access point into Jerad Place, will allow traffic to enter and wxit in two directions therefore dispursing traffic volumes. We expect that there will be no future`impact of Phase II onto Forest Street I hope this additional information is useful to the Board in its review of "Jerad Place". Dear Board Members : Please accept this letter as a certification that the electric, telephone, water, cable and drainage was installed in accordance with our Subdivision plans . Certain field changes were made by your highway surveyor, which were not in conflict with our design. Accurate location and elevation shall be reflected in the "As-Built" Subdivision Plan to be submitted when the project is completed. Please find attached a copy of the elective plans showing the location of that underground utility as installed. This requirement should satisfy Condition 4C. The developer, Mr. Robert Janusz , has constructed the detention pond within the construction limitations we expected. He has also constructed the pond in substantial compliance with the design plans as approved by your Board.
