The parcel consists of 96.02 acres and is proposed to be divided into 28 lots. Each lot is proposed for single-family residential use. The project is being submitted as a Planned Residential Development. Subsequent to the submission of a preliminary sketch which shows the ability to produce 28 buildable house lots on this tract according to the current Zoning Bylaw. Twenty-three (23) acres of open space shall be provided. The subdivision will access from Boxford Road. A new roadway shall be built approximately 1700 feet into this parcel servicing 27 lots; Lot 28 shall be accessed from Sugarcane Lane. The road will alter any associated wetland areas. The topography on the site varies, however, is gently rolling on a flat plain adjacent to a wetland area. The area being subdivided is a large esker, a peninsula surrounded by wetlands. Lots on both sides of the road will slope from the roadway toward wetland areas located on each side of this peninsula. An entire subdivision will be built within a woodland area entirely within the contiguous upland. Many of the lots have been perc tested and seasonal high groundwater tables have been recorded and the land is suitable for subsurface sewage disposal. More complete testing is scheduled with the Board of Health but no problems are anticipated. As previously described the land does contain significant wetland resource areas. The development was produced in such a way as to minimize the impact to these areas and also locate these areas in portions on the rear of the lots so that they can be enjoyed as an open space portion of the lot. The wetlands are also adjacent to the open space areas provided, expanding the actual green space beyond the designated open space parcels. The wetlands associated with the easterly portion of the proposal contributes to a brook which flows in a southerly direction through the open space. These ponds have been designed within the Best Management Practices (BMP's) and shall provide for superior water quality discharges from the drainage system prior to discharging into the wetlands. The wetlands shall also be protected from construction activities. The proposal is to install a series of haybales and filter fabric system which shall be maintained throughout the duration of construction and only removed once a stable turf is established over all altered areas. The traffic proposed to be generated from the site should not pose any problem to the existing road networks adjacent to the subdivision. The subdivision will add to the responsibility of the Town in providing Police and Fire protection services; it will also increase the requirements of the Public Works and educational services. We do not expect that these impacts will pose a significant burden to the Town.
