5 E. Goldman Chairman: The Planning Board meeting for August 12,2025,was called to order at 7 p.m.

7 BOND RELEASE
8 1160 Great Pond Road Brooks School: Request for release of two$10,000 and two$4,000 performance bonds associated
9 with relocation of the south entrance,removal and reconstruction of buildings,access ways and landscape areas,the removal
10 of 2 existing boathouses which were replaced with a single boathouse,removal and replacement of existing housing and
11 improvements at H 16 Great Pond Road,and removal of a portion of impervious driveway areas at H 16 Great Pond Road.
12 J.Enright: The request pertains to two permitted projects both requiring Site Plan Review and Watershed Special permits.All
13 work is complete and the site is stabilized. The required certification letters,as-built plans and recorded decisions are in the
14 meeting packet.
15 MOTION: S. Kevlalan made a motion to approve the request for release of two$10K bonds and two$4K bonds for 1160
16 Great Pond Road,Brooks School. P.Boynton seconded the motion. The vote was 4-0,unanimous in favor.

18 1701 Osgood Street,Extra Space Properties: Request for release of a$10,000 performance bond associated with the
19 February 28,2023 Site Plan Review and Corridor Development special permits that allowed for the construction of a new
20 47,244 SF three-story self-storage warehouse facility,the use of an existing 50,094 SF three-story self-storage warehouse
21 facility previously approved in 2000 along with associated parking, landscaping,utilities, lighting and stormwater
22 management design.
23 J. Enright: The site is fully constructed and stabilized. 'The required engineer certification letter, as-built plan and recorded
24 decision are in the meeting packets.
25 MOTION: S. Kevlahan made a motion to approve the bond release for$IOK performance bond for 1701 Osgood Street,
26 Extra Space Properties.J. Simons seconded the motion. The vote was 4-0,unanimous in favor.

28 NEW PUBLIC HEARING
29 364 Johnson Street,Gregory& Melissa Buitlnrs: Application for a Watershed Special Permit under Article 4 Part 5 and
30 Article 10 Section 195-10.7 of the Zoning Bylaw to authorize construction of a proposed 326 SF addition.The addition
31 includes a basement,first, and second-story for a total of 1,128 SF.The existing rear deck is to be expanded to connect with
32 the addition. The project is located within the Non-Discharge Zone of the Watershed Protection District. The property is
33 located in the Residential 3 zoning district.
34 J. Enright: Stormwater management for the proposed improvements includes a 160-gallon mini drywell and subsurface
35 infiltration system on the east side of the existing building. The footprint of the existing house is 890 SF;proposed footprint
36 of the expanded dwelling 1,266 SF with an increase of 376 SF to the footprint and impervious surface.The parcel size is
37 26,751 SF. The stormwater consultant has reviewed the plans and submitted the third and final peer review letter. ']'here are
38 no outstanding issues. The plan was reviewed by DPW water/sewer,NAPD and Conservation;no concerns were
39 communicated.A draft decision has been prepared for the Board's consideration. An abutter comment email was received
40 earlier today and was shared with the applicant team and the Board. The Applicants provided pictures for context. Described
41 the locus of the site at the corner of Abbott Street and Johnson Street. The project is within the No-Discharge Zone.
42 E. Goldberg: We are trying to avoid additional discharge into our water sources and how that relates to the neighbor's
43 concerns.
44 John McDonnell,MSCE,PE,PLS oil behalf of Melissa&Gregory Buitkus,homeowners: Explained the addition is located to
45 the rear of the existing building. Topographic contours start at Lisa Ln. across the street and drop from 260 on tine south side
46 of the lot to 256 on the north side of the lot;water drains toward the cemetery/near north arrow depicted on the plan. A silt
47 sock will be located along the perimeter property line.A CulTech infiltration system is planned to capture roof runoff and
48 recharge into the ground. Approximately 360 SF of roofing will be collected in a gutter. Downspouts will be directed to a
49 distribution chamber and into the infiltration chambers. During construction an elevated berm will be provided around tine

50 project preventing any water coming fi•om Lisa Lane across the property. Other water falling on site will be captured by a
51 perimeter silt sock. Other than excavation,site work is to be limited. Work will be done quickly to prevent long term exposure
52 to excess rain events. Majority of work is the vertical building construction and regrading.The 258 topographic contour will
53 be expanded to flatten the back area and allow for two feet of cover over the piping running from the downspouts into the
54 distribution chamber.
55 J. Enright:Noted the construction entrance will be off of Abbott Street over a gravel drive.
56 J. Simons: Questioned where the wetland was located.
57 J. Enright: Showed wetland flagging. A pond exists behind 340 Johnson Street,which is not shown on this plan.
58 P. Boynton: Questioned whether there is any marking of the stream that runs under Johnson Street and if the water draining
59 toward the north has potential for reaching that stream and impacting it.
60 J.McDonnell: The stream is located off the plan away from the address. Showed aerial markup with location of stream is a
61 distance of over 400 feet from the property over grassed surface. Feels confident it won't be impacted. The idea is to catch
62 silt or sediment by the protections we put in place. Upon completion the project the site will be leveled and hydroseeded to
63 prevent any further erosion.
64 P. Boynton: Realizes there is some distance to the stream which goes to the lake.Explained that if done incorrectly, fertilizer
65 can reach the stream. Fertilizer is more susceptible than sediment, if that gets into the lake,cumulatively, it will cause a
66 problem with our drinking water supply.
67 G. Buitkus:Noted the required deed restriction is noted on the plan and included in the decision for that purpose.
68 E. Goldberg: We received a letter from an abutter(429 Abbott Street)saying her only concern regarding the construction is
69 potential flooding. Her residence has never flooded beyond the driveway in 40 years. Acknowledges that is seems the
70 engineers have addressed this potential flooding issue fully.The independent peer review observations by Horsley Witten
71 addressed all questions and stated the applicant conducted a soil test to determine the rate of infiltration which demonstrated
72 an appropriate rate for the system being used. Plans for the '100-year storm and the proposed infiltration system should
73 manage the impervious area with the dry well and 24"sump.
74 G. Buitkus: Requested relief from the Independent Environmental Monitor requirement(Decision-Section 11, item C)stating
75 this is a small project distant from wetlands on the extreme end of the watershed. Stated sitework is limited and noted
76 comprehensive stormwater measures including silt stock,berm and stockpile locations.
77 E. Goldberg: Communicated that the Independent Monitor is a standard condition that we include in all watershed permits.
78 J. Enright: Explained the Independent Monitor visits the site weekly and after significant rain events to ensure the erosion
79 control is still in good form,provides update on construction activities and site photos are forwarded to Planning.
80 G. Buitkus: The project schedule is 6-8 months which is a significant time frame. Prefers not have that financial burden for
81 that long. Estimates through research that it may cost upward to$1 K per month.
82 J.Enright: Monitoring occurs typically when the site is not stabilized. Engineering firms do this on behalf of the town.
83 J. Simons: Felt that to be fair,we should have some sort of de minimis exceptions. Especially if cost is prohibitive.
84 J. McDonnell: Offered to shorten the duration by stabilizing the site early and hydroseed before winter.
85 E. Goldberg: Suggested bi-weekly inspections-every 2 weeks-and after rainfall(1"or more).
86 MOTION: S. Kevlahan made a motion to close the public hearing for 364 Johnson Street, Watershed Special Permit. J.
87 Simons seconded the motion.The vote was 5-0,unanimous in favor.
88 MOTION: S.Kevlahan made a motion to approve the Watershed Special Permit Decision,as amended.J. Simons seconded
89 the motion. The vote was 5-0,unanimous in favor.
