PHASE I CONCLUSIONS
1. Site Descri tion:The Site consists of up to approximately 0.50-acres that is located downgradient and to the north
of the First and Main Marketplace (formerly Messina Plaza). The Site includes portions of First Street and 15, 17
(a.k.a. 17-19), 21, and 25 First Street.
2. Site History: Based on a review of the records available with the North Andover Assessor's office, the Site
properties (15, 17, (a.k.a 17-19), 21, and 25 First Street) have been improved with commercial (restaurant) or
residential buildings since the early 1900s.
3. Site Assessments and Disposal Site History: A review of publicly available information indicates that the Site was
primarily occupied by First Street and by residences since at least 1903.
4. Site H dro eolo ical Characteristics: Based on subsurface explorations conducted by GZA and others, the
subsurface materials at the Site consist fill material to about 5 feet bgs, underlain by a natural granular soils.The
groundwater table is generally located between 8 and 10 feet bgs,and groundwater at the Site flows in a northerly
direction towards Sutton Pond.
5. Migration Pathways and Fate of Contaminants: Based on the nature and distribution of contaminants detected at
the Site, PCE contamination appears to be associated with previous dry cleaners that operated upgradient of the
Site. The COCs identified above applicable MCP standards in groundwater, have a limited potential for
contaminant migration since the source material has reportedly been removed.The results of indoor air sampling
completed to date indicates low concentrations of contaminants of concern with sporadic detections above
applicable Threshold Values,

A release of tetrachloroethene (PCE) exceeding its Method 1 GW2 Standard in groundwater materials has
occurred at this location, which is a disposal site as defined by M.G.L. c. 21E, § 2 and the Massachusetts
Contingency Plan, 310, CIVIR 40.01000. To evaluate the release, a Phase I Initial Site Investigation was performed
pursuant to 310 CMR 40.0480. The site has been classified as Tier 11 pursuant to 310 CIVIR 40.0500. On August 7,
2025, NA Realty, Inc. (NAR) filed a Tier I Classification Submittal with the Department of Environmental Protection
