SCOTF Director (978)688-9531 Fax (978)688-9542 To: North Andover Planning Board From: Heidi Griffin, Town Planner Date: November 12, 1999 Re: Stonewedge Circle—Proposed 6 Lot Subdivision, Common Drives for lots 1 & 3 and lots 4 & 5,Access other than frontage for lots I & 5 The applicant proposes an approximate 350' ± s.f road off of Webster Woods Lane. There will be six lots proposed off of the new road. My review is as follows: Section 3K(d) requires names and addresses of abutters to be on the plans. The plans only have names, not addresses. Section 3K(d) requires a boundary survey be certified by a land surveyor by the Commonwealth of Massachusetts. The land surveyor indicated on the plans has a business in the state of New Hampshire. Proof of certification by the Commonwealth of Massachusetts should be provided to the Planning Board. Section 3K(1) requires the existing foliage line be provided. The limit of work tree line is denoted on the plans and I assume the remainder of land is forested. Actual access casements need to be provided for the common drives for lots 1, 3, 4& 5. The length of road is allowed under section A-1(4). The roadway cross-section conforms to the requirements of secondary streets which requires a 2" binder coat, and 1.5"wear coat. A sidewalk is proposed on the left side of the street and conforms to the sidewalk requirements. There is a note that tree plantings within the right of way shall be in accordance with the Rules and Regulations. This means that the trees shall be at least 2.5 inches caliper and shall be planted at intervals of every 50 feet. This should be shown on the plan not just in the form of a note. A note should be added stating that street signs will be placed in accordance with Section 7.A.f. of the Subdivision Rules and Regulations. The access other than frontage Special Permits would be appropriate as the lots requiring the Special Permits have extensive wetlands that would need to be filled if they were accessed from their own frontage.
