Goldman Chairman: The Planning Board meeting for September 2, 2025,was called to order at 7 p.m. 6 7 STAFF REPORT 8 9 DISCUSSION ITEMS 10 495 Main Street Town of North Andover: Request for Insubstantial Change determination to the April 2, 2019 11 Site Plan Review Special Permit decision for the Recreation Complex project. Applicant proposes to build the 12 project in phases according a Phasing Plan. The revised plan includes a revision to the area along the western 13 boundary of the complex. Stormwater drainage structures are proposed to be modified to work with the phased. 14 construction and with the revised area at the western boundary. 15 Jean Enright: The application folder linked to the agenda includes a memo detailing the request for Insubstantial 16 Change to the site plans approved April 2,2019. A draft decision has been prepared for the Board's consideration 17 should the Board deem the requested changes to be insubstantial. 18 E. Goldberg: We would like to hear what is being proposed and how does that affect any impacts of the project. 19 Jacob Murray, PE& Tim Wong, LA, Waterlield Design Group: Explained proposed changes to the site plans due 20 to a reduction in scope and a phasing plan due to budgetary constraints. Project is proposed to be constructed in 3 21 phases starting spring 2026. Phase I includes a softball and multipurpose field to the west. There will be a half 22 basketball court,two sports fields and bocce. Phase 11 includes the larger baseball field, practice football field and 23 major parking changes.Phase III includes a half basketball court, street hockey, amphitheater and playground. 24 Existing fence line at the western boundary becomes the limit of work to the project. Fields remain the same size, 25 in their location, a light pole moves away from abutters 15 ft. toward the project, several pole lights are to be 26 replaced with bollard lights reducing impact to abutters. Drainage will be addressed. Additional scoreboard being 27 added to the multipurpose field adjacent to the previously approved scoreboard. The stormwater drainage 28 structures were modified to work with the phased construction and with the revised area at the western boundary. 29 The Phase I drainage structures, instead of connecting to Phase 2 drain structures, now connect to the existing 30 drainage system. In the full build out design there was a pipe or two that came from the field that had to run 31 through Phase II. Since Phase 2 & 3 aren't being built at this time, it is being rerouted so it would connect to the 32 existing system. The changes in stormwater design have been peer reviewed and that review has been completed. 33 E. Goldberg: Questioned whether the stormwater design sufficient for Phase I if Phases II&III aren't constructed? 34 J. Murray: There is actually more stormwater infrastructure than needed in Phase I. Large storage units under the 35 softball and multi-use field leaves Lis with a greater reduction in flow from the site. 36 Board: Reviewed the draft Insubstantial Change decision. Amended the draft motion to read as insubstantial 37 change rather than minor. 38 MOTION: S. Kevlahan made a motion to approve the decision finding as an Insubstantial Change for the Town 39 of North Andover, as amended. P. Boynton seconded the motion. The vote was 3-0, unanimous in favor. 40 41 MEETING MINUTES: Approval of the August 12, 2025 meeting minutes. 42 MOTION: P. Boynton made a motion to accept the minutes for August 12, 2025. S. Kevlahan seconded the 43 motion. Boynton made a motion to adjourn the meeting. The motion was seconded by S.
