(If necessary, use bacit of this page to complete surnmary). I The Edgewood Life-Care Retirement Community is proposed for a portion of a 59 . 2 acre site in North Andover, Massachusetts . The proposed development will consist of a 320 , 221 ft2 residential area , a 41 , 823 ft2 commons area and a 17 , 859" ft2 skilled nursing care facility; totaling 379 , 903 s . f . of development. There are to be 250 living units in the residential area . These units will be connected to the commons area , which will contain such facilities as dining rooms , game rooms , library , pool , auditorium, bank, beauty shop and other community activity rooms . The associated 45-bed health care facility will provide nursing care and emergency medical service to the residents . The site is currently an upland open field. It is bordered to the east by the watershed for Lake Cochichewick, which is the reservoir for the Town of North Andover. On the northern border is the Edgewood Farm, which also forms the western border. The site is surrounded by woodlands on the southeastern, southern and western edges , and an acre of seasonal wetlands on the west. Edgewood Farm is a horse farm, consisti.ny of horse pastures , hay fields and support buildings , which will continue to operate even after completion of the project. Access to the site will be by private automobile and Edgewood Retirement Community vans via a driveway to Osgood Street. This driveway will expand upon an existing Light-duty paved roadway . L . , c . 30 , s . 62-62H) and Section 10 . 04 ( 9 ) of the regulations implementing MEPA ( 301 CMR 10 . 00 ) , I hereby determine that the above project does NOT require the preparation of an Environmental Impact Report . The Environmental Notification Form indicated that this project was categorically included for an EIR, based on the estimate that the trip generation from the site would be in the range of 15-20% of existing volumes on Osgood Street . However , the estimated traffic generation of 994 ADT appears to be less than the 1000 ADT threshold for a required EIR. The trip generation is based on two studies of similar elderly care properties in Pennsylvania and Needham, which when averaged yield a rate of 3 . 98 trips per unit . While the ENF estimates 994 ADT for the proposed 250 units at Edgewood , the separate traffic study by Rizzo Associates shows 944 trips throughout . The most probable explanation appears to be a typographical error in the traffic study, but such a conclusion also tends to raise questions of the care taken in processing the traffic studies for the Pennsylvania and Needham sites . EOEA #6340 ENF CERTIFICATE DECEMBER 26 , 1986 Generally, the project appears to have been designed with proper respect for watershed boundaries and will have limited wetlands impacts . While the ENF states that no wetlands filing for the project will be required, it is the understanding of the North Andover Conservation Commission that a wetlands filing will be required . The proponent should assure that all requirements of Chapter 31 , s . 40 are in full legal compliance . The comments of the Mass . Aeronautics Commission should be noted, regarding proper soundproofing of structures near the Lawrence Airport . While Osgood Hill (elevation 343 ) is located between the project site and the airport and will tend to block the flight path of most planes , some smaller general aviation craft may swing across the site . Because of the sensitivity of many elderly people to even moderate noise levels and the likely low levels of background noise , careful thought should be given to shielding the project environment from noise intrusion. The most evident external impact of the project will be traffic, and dealing with the 15-20% traffic increases on a low volume country road is the primary unresolved impact . The traffic report for the project provides a typical urban analysis of the operation of the driveway at Osgood Street . The calculations tell us that traffic levels are LOS A, but these conventional highway capacity analysis methods are not useful for rural and residential areas , such as Osgood and Stevens Streets . In view of these considerations , a conventional EIR dealing with traffic capacity analysis would be of little assistance on a lightly traveled residential roadway where the most volatile complaints are from residents walking along the road and encountering large garbage trucks seeking a shortcut to the Lawrence processing plant . The most useful contribution that the proponent could provide towards mitigation for the traffic situation is to initiate a study of low-volume traffic sensitivity by rural residential abutters . A retention pond has been proposed to collect surface water runoff . Does this pond have an outlet? If so, where does it discharge? How will the proponent guarantee long-term maintenance of the oil and grease traps? Please notify us of the site visit so that we may participate.
