Goldman Chairman: The Planning Board meeting for October 21,2025, vas called to order at 7 p.m. 6 7 CONTINUED PUBLIC HEARINGS Stonecleave Road Map 104,Lots 139 140, 1,41 LRC Buildei-s LL " Application for a planned.Residential. 9 Development Special Permit under Article 8 Supplementary Regulations,Dart 5 planned.Residential Development 10 and Article 10 Administration §1 5--10.7 of the North Andover Zoning Bylaw. The applicant proposes 1.1 construction of a private roadway and three single-family dwelling units serviced by wells and septic systems. 12 Property is located in the.Residential 1 zoning district. 13 J. Enright: Several updates were received since the Staff Report posted. The project consists of 3 undeveloped 14 parcels of land totaling approximately 13. 1 acres located on Stonecleave Rd. across from Barco Ln. with Duncan. 15 Dr. to the rear of the site. An application was filed with Natural Heritage; land is identified as Priority Habitats of 16 dare Species and Estimated.Habitats of Dare wildlife. The project engineer informed nee this evening he received. 117 a comment letter from Natural Heritage which he'll submit. The letter includes a e ndition s . St rmwater review 18 has begun. At the time of posting, a response was not provided; however, it was provided today and is included in 19 the agenda link. The materials will be carried forward to the nest meeting. Associated plan revisions were also 20 submitted today. Informed the Board that the project engineer has reached out to T. Willett, DPW, and J. Borgesi, 21 Town Engineer, regarding the water line design and proposed stormwater m,itigation in the Right-of-Way. Both 22 were requested to provide a written response for the next meeting. Concerns expressed about the well functionality 23 do not apply now that Town water service proposed to service the homes. Concern was also raised about catch 24 basins in the Fight-of-Way not functioning properly. The T"own's Engineering Department reviewed them and 25 found some sumps to be Sol%full. They've been added to the DPW catch basin cleaning list, 26 E. Gol : Summarized comments were received from Natural Heritage and will potentially lead to conditions, 27 stormwater is in process, new stormwater designs will be reviewed based on peer review. 28 J. Enright: Informed the Board that the project engineer,herself, and a member of the Conservation Commission 29 net on-site with:the stormwater peer reviewer to discuss the proposed design and additional mitigation. o Conservation continued their 10/22/25 meeting;waiting on stormwater peer review and a sense of this,Board. 31 .Ben Osgood, ply; Desponded to stormwater review. The stormwater system and ponds don't change. System is as 2 originally designed; detention pond outlets were tweaked, infiltration rates and calculations clanged, updated 33 rainfall rates to the current N A Atlas numbers. Morse farm owner had no issue with pipe being tapped in the easement. Enright: Explained that this would be considered an off-site improvement. DPW should be consulted. 51 J. Simons: Questioned whether the Town Engineer is aware of these existing problems. Explained that roadway 52 drainage is not within.the Board's scope; however,this deserves a comprehensive analysis by the DPW to see if 53 issues can be resolved. 4 P. Boynton: Questioned whether the Planning Board could seek advisement in letter form from the DPW on these 55 existing drainage issues. 56 J. Enright: Town Engineer was seat the Site Plan for review and comment and the comments regarding roadway 57 drainage/catch basin performance has been conveyed to the Engineering Department. Tie project engineer has 58 reached out for comments as well. 59 Stan Lrn" ert 43 Stonecleave Rd.: Explained that fifteen years ago,there was a serious problem between his o property and the adjacent property where water was running along an underground ledge and exiting. One winter it 1 was so severe that a frozen speed bump was created across the road. Questioned whether project engineer reviewed the property next to 114 4 Stonecleave load and whether the proposed berm would affect that property. 65 1 . Goldberg: The purpose of the berm as a curved edge of the roadway is to direct water from the roadway to the 66 catch basin; water has been a problem for the area. Planning can condition the situation isn't made worse but can't 67 condition it be made better. 1t seems life the solutions discussed will male it better and clearing the catch basins 68 helps. Board,to write DPW requesting they take a comprehensive look at the area.Encouraged abutters to write 69 their elected officials, Select Board for direction. 70 . Enright: if stormwater review is closed out and any DPW concerns are addressed a draft:decision could be 74 prepared for the November 4t'meeting. 75 E. Goldberg; Suggested this be decided and voted on at the next meeting or be placed on the agenda if there's any 7'6 substantive discussion to be had.
