1. Meeting called to order at 5:05 pm.
2. Historical Preservation Plan
a. Design Guidelines Document Preparation —Stan Limpert will contact Peter Benton to get an
estimate from him for development of a Design Guidelines Document.
b. Historic House Data Collection—Stan Limpert will work with town staff to produce a draft
R F P.
c. Tracking HPP status—Ron Rudis will implement a document for tracking the status of HPP
action items.
d. FY27 CPA application—the Commission will review HPP action items to determine whether
CPA funds should be requested for FY27.
e. Ron Rudis will contact Zach Melcher regarding Certified Local Government designation.
3. Old Burial Ground tree removal—Ron Rudis informed the Commission that the DPW can perform the
tree removal within this FY budget, work will start when the ground freezes. Stan Limpert suggested
that the Commission contact the Historical Society to determine whether a tree on their land
bordering the OBG can be removed.
4. Middle school historic bell —Jim Wefers updated the Commission on the research that he performed
to confirm that the bell found in Middle School storage came from the former Merrimack School in
North Andover.
5. Stan Limpert updated the Commission on the status of Schofield Mill, a RFP should issued soon for
an engineering analysis of the structure.
6. Stan Limpert updated the Commission on the status of the Frye house, one option being considered
is for the town to purchase the house, use CPA funds to rehabilitate it, and to possibly sell the
property to a private buyer with Historic Preservation restrictions added to the deed.
7. Limpert made a motion, seconded by Wefers to approve the October 1, 2025 meeting minutes.
Approved 4-0.
