Minutes of November 13, 2025

John Simons called the meeting to order at 7:05 pm.
J. Simons gave a brief overview and history of the Community Preservation Committee. J. Simons
introduced Stuart Saginor, Executive Director of Community Preservation Coalition at the State level.
Mr. Saginor provided a brief history of the Community Preservation Coalition and various projects
completed across the state using CPA funds.
Joanna Kerr, Executive Director, North Andover Historical Society spoke about projects that were funded
by the CPC and provided an update to the projects. There will not be an application from the Historical
Society for FY27.
Glen Aspeslagh, President, Friends of North Andover Trails gave a brief history of FONAT and projects
that have been funded by the CPC. They are a completely volunteer group. The guide book is 10 years
old and being updated. FONAT may be seeking funds for a new boardwalk.
Maggie Cleary, Executive Director, North Andover Housing Authority spoke about how the CPC has
helped with housing. She gave an update on some of the current projects. There is one upcoming project
that they will apply for FY27 CPC funds. Ms. Cleary explained the difference between state and local
housing.
Steve Nugent—Athletic Director at North Andover High spoke about a few projects they would like to
submit applications for CPC funding. One will be for installing lights at the baseball field. Another might
be improvements to the alumni area. It is now open space and they would like to create a gathering
space. They would request funds to design this area. Lastly, they would like additional funding for the
existing fields project, like scoreboard, dugouts and other things. This would improve the project and
double the capacity for renting it out and potentially make some revenue for the town and athletic
program. The estimates received for lighting the field came in between $875,000-$950,000. The
dugouts are approximately $50,00 each and we would need four. M. Finkelstein inquired about adding
exercise and stretch machines to the open area.
Financial Reports—J. Simons would like to see if there are any projects that can be closed.
MOTION— R. Green motioned to accept the Meeting Minutes of October 9, 2025, seconded by A.
Bagni. All in favor 7-0 vote.
B. Callahan expressed thanks to Zach Meltzer for all his help over the years.
MOTION—A. Bagnie made a motion to adjourn, seconded by R. Green. All in favor, vote 7-0.
