The Applicant proposes demolition of the existing structure s and construction of a 15 story building with a 15,290 square foot footprint. The first floor is proposed to be retail and self-storage and the second to 16 fourth floors are proposed to be 38 residential units along with parking,landscaping and associated improvements. The 17 project is located within the Corridor Development District 3 (CDD3)and residential 2:honing Districts. 18 J. Enright: Traffic monitoring program began June 2025.Purpose was to(1)document the traffic characteristics of the 136 Amazon facility and compare the measured traffic volumes to the trip-generation estimates for the project,( determine if 137 there has been a material increase in frequency or severity ofn otor vehicle crashes at the monitored intersections that inay be 138 attributable to the construction of the facility, 3 assess operation conditions Motorist delay, level-of-service,and vehicle 139 queuing)at the monitored intersections and compare the results to those predicted in the control docur ents,and( compare 140 the directional distribution of project-related traffic as observed at the driveways to the trip distribution pattern that formed the 141 basis of the control documents.The owner of 1600 Osgood Street hired Green inan-Pedersen, Inc.to peer review Vannasse's 1.42 traffic monitoring study;their memorandum is included in the meeting packet. 143 Jeffre I irlc P -vanasse&Associates Tnc.: Provided independent summary of traffic review for the property and corridor 144 on behalf of the town based on Special Condition#50 of the 5/ of o2o Site Plan Review Decision issued by the Planning 5 Board.This included a review of traffic volu,rnes and composition of cars and trucks,motor vehicle crash data,traffic 146 operations(delays,queueing,levels of service)and directional distribution. Dirk: Yes. when we took at the daily peak hours for the roadway,Osgood St. pears fr•orn 7: 0-8:30 a.m. with 1.71 vehicles; n 169 186 was predicted-a reduction,truck trips went from 36 to 20.More traffic earlier at 6:30_7:30 a.m.;traffic shifts earlier forr 17 the facility. 171 J. Simons: Minus the trucks,the roadway seems somewhat gat mitigated. 172 J. Dirk: There are less trucks driving evening roadway peak hour 4:30-5: 0;compared to the :30-6.-30 period when the 173 Fulfillment Centel-is peaking with an increase of 39 trucks.More truck are coning before the roadway peak hour and more 174 after the roadway peak hour than were estimated.Trucks need to be placed to and from the north;need to charge the 175 deviation in trucks going to and from the south. If you were to push everything to the north,sections to the south such as 176 Great Fond Rd., and Sutton St.wouldn't be as impacted. Likely there are more employees than estimated, or the utilization of 177 alternative transportation modes are not reach'Big the levels hoped for. Mate averages are just below those crash rates. Considered states high crash location database 183 which considers damage only smashes,personal injury and fatalities, if an intersection exceeds state indices its designated as a 184 high crash location;none of the intersections identified are considered high smash locations as it relates to severity. Traffic Operations is next metric.Looked at. 186 motorist delays,queueing and levels of service at the 10 intersections to compare actual levels of service ill June 2025 187 compared to the estimated operating conditions. Operating conditions are as predicted. Locations with variations were left 188 turns from Great Pond Rd. at Osgood St. (southbound)movements that are at or over capacity. The other location was left 189 turn movements frorrr.Plain St. northbound to Sutton St.this could signify greater traffic fr-om the Fulfillment Carr. The 190 corridor Osgood.St.to Sutton Street toward 495 are being impacted.. 191 P.Boynton:Noticed delays at Main St. and Sutton St. we are concerned about the increase in queueing at that location. 192 Questioned whether that is attributable to the Amazon facility or something else. 193 J. Dirk: Can't be certain, it is a contributor to that. Rebecca was 23�6 asked to review and cormrment on some of our unique challenges.A letter was delivered to the Planning Board,hoping it will 237 be given due consideration.
