Meeting came to Order at: 7:06 P. M. Quorum Present.
General Business

No one was present A motion to continue to May 6, 2009 meeting was made by Mr
McDonough, seconded by Mr Napoli Unanimous
Enforcement Order(s)
242-1279, 189 Willow Street(Lot 4)(Chatteriee)
No one was present Mr Mabon discussed the last item on the Enforcement Order, the
monitoring report was completed on April 10, 2009 All the items on the Enforcement Order
including the removal of soil piles and stabilization was complete on 4/7/09 A motion to fine the
applicant$3,900 for not being in compliance with the Order of Conditions with condition#35 &
#61 was made by Mr McDonough, seconded by Mr Manzi Unanimous A motion to issue a
second Enforcement Order to require as-built plan for condition#35, for 609 s f of replication
area shall be planted in accordance with the Wetland Replication Plan as proposed, condition
#61, the erosion control monitor shall be on site at all times during the wetland crossing for
construction of the access drive and installation of the box culvert an as-built plan done by a P
E was made by Mr McDonough, seconded by Mr Manzi Unanimous A motion to continue to

The applicants Mr & Mrs Howard Cooper were present Mr Mabon discussed the owner has
installed erosion controls between the wetland and the site and has installed a stone construction
entrance The driveway has been swept and filter fabric has been installed in the street catch
basin The extra erosion controls are on site to block the driveway and divert flows into lawn
area during heavy storm event The owners should be required to remove sediment accumulated
at the stormwater outlet by hand and dispose of it properly The owners should also be required
to clean the downstream catch basin once the site has been stabilized Mrs Cooper discussed she

could clean out the catch basin by hand Mr Manzi discussed the catch basin is very deep you
would never be able to reach the bottom you would have to hire a company to come in to clean
the catch basin Mr Mabon discussed that he has done a site visit and the area looks much better
since the erosion controls have been installed The erosion controls are working very well This
was a none jurisdictional lot because the house is being built on top of a hill but the problem was
there were no erosion controls to stop sedimentation from coming down the long driveway with
all kinds siltation running down and into the stormwater management structures within the Long
Pasture Subdivision A motion to issue a second Enforcement Order to allow the applicant to
continue to clean up of the site was made by Mr McDonough, seconded by Ms Feltovic
Unanimous A motion to continue to May 6, 2009 meeting was made by Mr McDonough,
seconded by Ms Feltovic Unanimous
