Deborah A. Feltovic arrived at the meeting at: 7:40 P.M.
Scott L. Masse arrived at the meeting at: 7.45 P. M.

Meeting came to Order at: 7:10 P. M. Quorum Present.
General Business
242-1366, Extension Request,326 Campbell Road (Swiniarski)
The applicants Edward &Danielle Swmiarski was present A motion to issue a one-year
extension was made by Mr McDonough, seconded by Mr Napoli Unanimous
242-1111, Request for a Partial Bond Release, 200 Chickering Road (Kitteridge Crossing)
No one was present Mr Napoli discussed there is no information but this letter and no amount
mentioned how much to release Mr McDonough made a motion because of lack of information
for partial bond release need more information, seconded by Mr Napoli Unanimous
242-1398, Storm Event Update, 575 Osgood Street (Edgewood Retirement Community,
Inc.
The applicant Kevin Tremblay Director of Development and Construction for Edgewood
Retirement Community, Inc and David M Mermelstem of Trident Project Advantage Group
was present Mr Lynch discussed the cloudy water and sedimentation down stream could be
going into Cochichewick Brook There should be serious consideration of a cease and desist if
this drainage problem keeps continuing with in the site Ms Hughes discussed Edgewood is also
going to put Floc Blocks in the large detention pond that discharges off-site in an effort to
remove fines from water Mr Mabon discussed the site needs to be stabilized right away with a
lot cloudy water running off site is not a good thing Mr Mabon discussed the off site run-off
this is not good for the water quality is very important within the site because there could much
damage downstream from this site Mr Mermelstein discussed there would be some more
modification coming by the end of the summer Ms Hughes discussed the A area by the cottages
there are 200 hundred people working on the site at one time this site needs to be stabilized up by
the cottages with haybales, check dams to hold the water flow down from going down stream the
pollution to off site houses or Cochichewick Brook

The applicant Mr Ferres was present Ms Hughes discussed the proposal is to replace 4 x 4'
landing with an 8x 8 foot deck addition This may still qualify as a 4 4 2 A the deck would be
less than 300 s f Ms Hughes discussed beyond the wall and fence there is old sod that needs to
be cleaned up this would be written within the small project letter A motion to accept this
project as a 4 4 2A was made by Mr McDonough, seconded by Mr Lynch Unanimous A
motion to accept this filing as a small project was made by Mr McDonough, seconded by Mr
Lynch Unanimous

242-1455, Rea's Pond, Bridle Path,Winter Street (Sewer Manhole Rehabilitation)(Division
of Public Works)(Tutela Engineering Associates, Inc.)
Thomas Keeffe of Tutela Engineering Associates was present Mr Masse read the legal notice
Mr Keeffe discussed the manholes would be razed up 3-feet to 4-feet to prevent water entering
the sewer line that could cause overflow of sewage within the area Ms Hughes discussed this
filing submitted to Natural Heritage and this area is within habitat of Blanding turtles so the
project would have to be done when the turtle are not nesting in April Mr Keeffe discussed the
Town of North Andover received grant money to fund this project would not start till next April
of 2010 Ms Hughes discussed the flags on Bridle Path need to be checked because there is a
person that own a parcel on Bridle Path and he wants to build on the lot but this easement runs
right thru his property A motion to set up escrow account for third party review of the wetland
line on Bridle Path in the amount of $3,000 was made by Mr Lynch, seconded by Ms Feltovic
Unanimous A motion to continue to July 22, 2009 meeting was made by Ms Feltovic

No one was present Mr McDonough has to leave the meeting abutter to project
Mr Masse discussed the applicant should just withdraw his project because this has open for
more than a year Mr Masse discussed the applicant must come the next meeting and present a
plan to see how far they have come A motion to continue to July 22, 2009 was made by Mr
Masse, seconded by Mr Lynch 5 to 1 Vote Mr McDonough retuned to the meeting

A motion to accept the Order of Conditions as amended was made by Mr Lynch, seconded by

A motion to accept the Order of Conditions as amended was made by Mr McDonough,
seconded by Ms Feltovic Unanimous
A motion to adjourn the meeting at: 9:40 PM was made by Mr. Lynch, seconded by Mr.
Napoli. Unanimous.
