Meeting came to Order at. 7.20 PM Quorum Present.
General Business
242-683,PCOC Request, 130 Weyland Circle (Lot 36)(Johnson)(Scalise,Esq.)
• Administrator presents there are no wetlands within 100-feet on this lot
• Motion to grant the PCOC was made by Ms Feltovic, seconded by Mr McDonough
• Vote unanimous
242-1213, 17 Wildwood Circle (Klipfel)(New England Engineering Services, Inc.)(cont.

• Administrator presents that there would be a meeting on site next week to discuss ways to
bring the property into compliance
• Motion to grant the request for a continuance was made by Ms Feltovic, seconded by Mr
Manzi

• Administrator presents the erosion controls have been removed of site
• Mr Press discusses the changes that had occurred while the contractors the berm was not
built and riprap installed in place in the area instead
• Administrator presents there was additional sewer connections in the area but outside of 100-
foot buffer zone
• A motion to grant the COC and release the bond was made by Mr McDonough, seconded by
Ms Feltovic

• Administrator presents the erosion controls have been removed
• Mr Press discusses there were some minor changes the drainage as proposed was not
constructed

• Mr Manzi discusses there has been many discussion on a drainage being fix in this area of
the roadway for many years not surprised the work was not done
• A motion to grant the COC and release the bond was made by Ms Feltovic, seconded by Mr
McDonough

• Administrator presents there is sewer easement on the edge of the property near Stevens
Pond The applicant had cleaned up the site over the past weekend
• Mrs Martha Mittelstaedt discusses we did clean up the yard over the past weekend and there
can be some plantings installed in the area of concern on the site
• A motion to grant the request for a continuance was made by Ms Feltovic, seconded by Mr
Manzi
• Vote unanimous

• Administrator presents believe the restoration areas have met the standards for success
• A motion to grant the COC and release the bond was made by Ms Feltovic, seconded by Mr
Manzi

Enforcement Order Update

• The applicant Robert Winne present Administrator presents should stop mowing up to 25-
foot No-Disturbance zone let this area retreat back natural state let the plantings grow back 3
wetland makers on the site
• Mr McDonough discusses the area needs to have a permanent barrier in this area stonewall
or post and rail fence
• Mr Winne discusses the post and rail fence would be fine to install in this area and submit
restoration plan
• A motion to grant the requirement of restoration plan and wetland markers 3 on the site was
by Mr Manzi, seconded by Ms Feltovic
• Vote unanimous

• Administrator presents the wetland line reviewed an made some changes received new plans
today did not have time to review the plans
• Mr Schruender presents that he has talked to abutter Mr Manke about building this house
for my daughter and he has no problem with the project for building a new house in this area

seconded by Ms Feltovic

• Administrator presents bond amount $1,000, row of staked haybales backed by trenched silt
fence, 8 extra haybales on site, wetland makers 4 marked every 25', no stockpiling of soil
within 100', construction sequence pre-approved prior to phased construction, the slope
would not be disturbed, submit planting plan with native to Essex County and non-invasive
• A motion to grant the Order of Conditions as amended was made by Mr Manzi, seconded by
Ms Feltovic
