Meeting came to Order at. 7.10 PM Quorum Present.
General Business
• 242-1337, Extension Request, Old Salem Village (Key Lime, Inc.)(Hayes Engineering,
Inc.)(cont. from 11/18/09)(Request to cont. to 12/16/09)
• Administrator presents the applicant Mr Osgood, Sr expects to have the plans from Hayes
Engineering updating the Commission on the constructed aspects of the project by next
week
• A motion to grant the request for a continuance was by Ms Feltovic, seconded by Mr
Masse
• Vote unanimous

• Administrator presents this house was built in 1966 when filed with the State only
• The Planning Board gave them a waiver with filing a Watershed Special Permit at their last
meeting in November
• Mr Lynch discusses the shed needs to be moved out of the 25-foot No-Disturbance zone
• Mr Manzi discusses there needs to be a barrier because there is lawn right up the 25-Foot
No-Disturbance zone maybe shrubs of some kind so the Conservation Commission would
gaining some restoration area out of this filing also the brush would have to be removed out
of 25-foot zone
• Administrator discusses we had filings in the past were we required restoration areas gaining
some wetland areas back
• Mr Lynch discusses there also should be wetland makers on the site on posts to show where
the 25-foot No-Disturbance zone be protected
• A motion to grant a negative #3 determination with conditions wetland markers, moving the
shed out of the 25-foot No-Disturbance zone, preconstruction meeting and post construction
meeting was made by Mr Lynch, seconded by Ms Feltovic

hillside The project is also under review by the Planning Board and Lisa Eggleston is
reviewing stormwater for them it may be beneficial to read their review then ask for
additional information if needed
• Mr Marchionda discusses the base line of the Conservation Restriction is still being worked
on with the Lawyers The trails and Natural Heritage connecting to existing trails Ward Hill

• Administrator discusses TSS Removal sedimentation has been addressed within the O & M
Plan
• Mr Marchionda discusses there would be a water quality swale installed to keep the water
from sheet flowing from the hill The applicant would be installing infiltrators under
pavement to keep water flow within the site
• Mr Lynch discusses The Trustees of Reservations has proscribed burns on the land that The
Trustees of Reservations owners of the top of the Hill
• Administrator discusses the wetlands needs to be re-flagged in the field
• Abutter Mr Henry Fmk discusses my lawn is becoming retention area for water because my
neighbor keeps filing the pond on his property making my yard a mess and 1,000 trees have
died
• The applicant of this filing would have to contain the water run-off contain the their site
• Because my property can not take any more run-off of water my property would be under
• Water something has to been done with this problem with my property

adequate time to update the soils management plan

• Administrator presents, bond amount set at $1,500, wetland makers, No-Salt Signs and No-

• A motion to grant the Order of Conditions as-drafted and amended was made by Ms
Feltovic, seconded by Mr Manzi

Discussion
242-1462, 85 Granville Lane (Lot 6)
• Administrator presents the applicant feels if they install the wall behind the erosion controls
would cause more disturbances in the area The area the work is continuing is flat area only
framing the septic has been installed they have been sweeping the street weekly The
applicant also request monthly monitoring which is ok because there area is flat and no
damage would be caused to the resource areas Administrator presents as-built plan would be
done showing changes will send a letter to the applicant and monitoring would have to start
as of April 1, 2010

• Hancock Bills, The Conservation Commission the applicant should pay Hancock Associates
directly the rest of the balance of the bill

• Mr Mabon discusses we have been in negotiation for a while made sum progress with the
help of Thomas J Urbelis and Carol McGravy The goals are to with CPA money to buy
most of the land acquired by Conservation Commission with Conservation Restriction The
Trails would be used for recreation to the general public and also for horse riding for the
Handicapped the farm has had this program for long time to help the handicapped people
with horse riding program Trail licensing other than the general public use The talk about
hunting on the property would only be bow hunting and be licensed by the Conservation
Department like Half Mile hill project
• A motion to grant to authorize Mr Mabon to negotiation for the Conservation Commission
was made by Mr Manzi, seconded by Ms Feltovic
• Vote unanimous
A motion to grant to adjourn the meeting at: 9:30 PM was made by Mr. McDonough,
seconded by Mr. Manzi.
