Dear Mr. McGurl:
The North Andover School District is pursuing execution of a Project Scope and Budget Agreement for
the MSBA approved preferred schematic for the new construction Kittredge Elementary School
project. It is anticipated that the project will receive Board approval of a Project Scope and Budget
Agreement at the February 25, 2026 Board Meeting. The project will be a phased construction process,
comprised of abating and demolishing the existing school, then constructing the new two-story,
65,574 SF building along with the required utilities and sitework. The District’s ‘24/’25 enrollment was
215 for grades 1-5. The design enrollment for the proposed school project is 335 students for grades
1-5. The Kittredge Elementary School, which closed after the ‘24/’25 school year due to budget issues,
served grades 1-5 and is proposed to serve grades 1-5.
In accordance with G.L. c. 70 B, MSBA staff has assembled the documents required for the review of
the special education program at the Kittredge Elementary School. The following are attached per the
‘Submittal Requirements’:
1. A letter from School Superintendent Pamela Lathrop of the North Andover School District
describing its special education program.
2. Proposed space summary that includes the existing facility, proposed spaces, and MSBA
guidelines based on the agreed upon design enrollment. The first page of this summary indicates
a total of 4,614 square feet of space dedicated to the delivery of special education.
3. The floor plans for the proposed 65,574 square foot Kittredge Elementary School.
4. A completed Special Education Adjacency Table
I have reviewed the attached documents and confirm that the District’s School Building Committee
has officially approved the attached submittal on November 18, 2025 and verify that the space
summary match the floor plan and is complete and conform to the MSBA requirements as described
in Module 4 – Schematic Design Guidelines.

VARIATION OF PROGRAM AREAS FROM PSR TO SD
Following the PDP, the Space Summary and total program evolved based on User Group, SBC, OPM and MSBA feedback�
The net total program area was reduced from PDP to PSR through the optimization of Core Academic Spaces and
Special Education Rooms. The proposed PSR program was 4,136 NSF over the MSBA Baseline, all of which was identified
as instrumental KES Program Growth Areas by the User Group, the North Andover Public Schools District’s Team and
the School Building Committee in line with the Educational Program of the proposed KES�
Following the PSR, the School Building Committee elected to forego 250 SF of additional space associated with a larger
Conference Room in the Administrative Suite, while electing to maintain additional space for small breakout spaces

As noted on the previous page’s summary overview, in order to fulfill North Andover’s Educational Program for the
Kittredge Elementary School, there are a limited number meaningful variations from the MSBA Space Summary for
Elementary Schools for an enrollment of 335 students across 1st-5th Grades� Those variances include the distribution
of the baseline Special Education Program and the additions of small breakout spaces at each classroom, a breakout
dining room in the cafetorium, and a STEAM room� We acknowledge that the Proposed Eligible SF adds will need to be
approved by the MSBA for purposes of MSBA’s participation in the funding of those components�
Please see below the changes and explanations for the Space Summary allocations� Per space, and per space category
optimizations from the PDP to PSR to SD submissions are addressed below Please refer to the Educational Program for
the space needs of KES, and the proposed use of each space�
Classrooms, Core Academic Space

The District agree that the standard classroom size of 950 was appropriate� 15 classrooms at 950 SF each is 14,250
SF. The specific needs of the district’s educational program and our understanding of MSBA standards resulted in the
addition a Reading Specialist Office of 150 SF, an ELL Office of 350 SF, and a Reading Room of 500 SF. Furthermore, after
many discussions with the teachers and staff about breakout rooms, it was decided that small breakout areas located
at each classroom are most desirable� Three of these small breakout areas (1 each for each classroom in each grade
level) total 250 SF� 5 grade levels at 250 SF = 1,250 SF� Additionally, this delta from MSBA to SD also include 1,200 SF for
an STE Room w/ Storage� The sum total of these round number spaces equals 17,700 NSF, all of which we request be
considered as eligible SF for the purposes of MSBA reimbursement� The additional 18 NSF is the outcome of planning
and creating the most overall efficient plan.

The minor overage of SD as compared to the MSBA Baseline is simply the outcome of plan making and ensuring
structural/mechanical/layout/construction efficiency. Please note that the MSBA Baseline has been redistributed to
add district specific spaces and space allocation for OT/PT, TP Class, 2 TP Offices and a SPED/Sensory Room. The SPED/
Resource Rooms have been sized based on user feedback, to have 2 smaller rooms at 500 SF each, and 2 larger rooms
at 950 SF each� These smaller and larger Resource rooms will be distributed so that one pair is with the neighborhood
cluster that consists of two grade levels, and one pair is with the neighborhood cluster that consists of three grade
levels� One of the larger SPED/Resource Room has been allocated as SPED/Motor Room based on user feedback and
per the Educational Program�
