Jean,
I have reviewed the original HW comment letter, response to HW's comments, the follow-up letter from HW and saw the
potential request to change/flip the parking/building and I offer the following comments:
1. The applicant needs to evaluate the potential impacts in the Town's closed drainage system if they intend on
connecting to the Town's system. Simply showing a proposed drain manhole and providing calculations when the
plans do not depict the downstream piping or outlet is insufficient. The Applicant needs to identify/verify the size of
pipes within the closed drainage system, identify where the system outlets, and discuss any potential impacts from
additional discharge flow/volume.
2. If the Applicant proposes to flip the parking/building and connect to the drainage infrastructure in Terminal Road,
this is private and permission from the property owner would be required. In addition, similar to my comment#1
above, the Applicant needs to determine any potential downstream impacts if they connect to the closed drainage
system in Terminal Road including identifying the size of pipes and where the system discharges/outlets.
3. With regards to the Long term O&M Plan, I am not sure if you typically include a condition that they have to provide
copies of inspection reports and receipts to Town if requested. I would think we would want that included as a
condition and maybe have this statement included in the certification at the beginning of the O&M plan so the
Owner is aware (as no one remembers the conditions once the project is completed).
