Berry Homes, Hancock Associates has been asked to investigate the use of reclaimed material as sub-base material within the building footprint of the proposed athletic facility at to be constructed at 492 Sutton Street, North Andover, MA. On April 10, 2024 Hancock received a sample of the proposed material from the supplier, J. Tropeano, QC, and observed the source materials used in the manufacturing of the reclaimed material. The material consists of mostly recycled concrete and asphaltic materials and is rated as MHD M.1.03.0 Gravel Borrow (type B)per MassDOT standard specifications. A grainsize distribution report was also provided to Hancock (attached herein)prepared by Miller Engineering & Testing, Inc., which confirms the particle size distribution of the proposed material is within the specification limits of MHD M.1.03.0 Gravel Barrow. Concern was raised over the use of this material due to the content of reclaimed concrete and the possible migration of fine grain particles through the water table and stormwater management practices. The reclaimed materials were selected based on their availability and proximity to the site providing a cost effective way to raise the grade of the site. The purpose of raising the site in this way is to provide adequate separation from the water table as evidence of high groundwater was observed to be approximately two feet below the existing grade at the time of testing (7/23/2023). The reclaimed materials are proposed only under the footprint of the building where it will be protected from rain infiltrating through and thus eliminating the possibility of fines migration. The remainder of the site is proposed as a porous pavement parking lot which will not include any reclaimed material within its cross section and will overlay only native undisturbed soils to allow for infiltration. Due to the design of the site; not discharging towards any wetlands and being raised approximately 3-4 feet above the existing grade (5-6 feet above observed high groundwater), the likelihood of the proposed reclaimed materials having a detrimental impact on groundwater and stormwater is minimal.
