HomeMy WebLinkAbout61 Abbott Street - NACC #358 Small Project Approval - Permits #NACC #358 - 61 ABBOTT STREET 3/25/2026 CONSERVATION DEPARTMENT Community & Economic Development Division Joe Sarcia 61 Abbott Street North Andover,MA 01845 Match 31, 2026 61 Abbott Street,North Andover Water Main Connection Conservation Conditions of Approval,NACC #358 Pursuant to section 4.4.2 of the North Andover Wetlands Protection Regulations, the homeowner Joe Sarcia, filed for a Small Project Permit application under Category "L", for work proposed at 61 Abbott Street,North Andover. The work involves: The house is currently on a well,but when constructed a water line was installed and stubbed for future connection. A trench, less than 50 feet in length,will be dug from the stab to the house - this work is 35' from the wetland at its closest point and within lawn area outside the 25' NDZ. A mini-excavator will be operated from the paved driveway. Excavated soils will be immediately loaded onto a dump truck in parked in the driveway (no stockpiling on site), and whatever is needed for backfill will be taken from the truck and the remainder will be hauled off site. The job will take less than a day to complete. During the March 25, 2026 meeting, the North Andover Conservation Commission (NACC) found this project to qualify as a Small Project Permit and voted unanimously to approve this project as proposed under Categ ory 'L"011yerprojeas of vyihilval iwpact, subject to compliance with the conditions listed below. The project is approved only as it relates to the Conservation Commission and any and all other approvals should be obtained by the applicant/homeowner. All work shall conform to the following: RECORD DOCUMENTS: Small Project Filing Including: • Application Checklist with supporting narrative and attachments, stamped received March 19, 2026; • GIS Aerial Plan—61 Abbott Street Water Line The following conditions are hereby mandated: CONDITIONS: 1. Prior to construction, erosion controls in the form of 8" straw wattle to be installed and staked according to the instructions of Conservation staff(as shown on approved plan). 2. A pre-construction site inspection shall be scheduled with the Conservation Department and the contractor to review erosion control installation and project scope. 3. A post construction site inspection shall be scheduled with the Conservation Department to verify compliance and approve removal of erosion control. 4. This permit is valid for one (1) year from the date of issuance. 61 Abbott Street—Small Project Perm-it Approval Categoq L Page 1 of 2 **The applicant, homeowner and their contractors are advised that NO other work on the property is allowed under this permit. The NACC has jurisdiction over all of the wetlands and associated 100-Foot buffer zones and 200 Riverfront Area to the Shawsheen River on site and any work that involves ground disturbance or changing the current conditions in these areas will require permitting Nvith the NACC. This includes, but are not limited to, house additions,pools, patios, decks, sheds, fences, garden beds, landscaping and bridge installation, tree or vegetation cutting/pruning.
